JOB DETAILS:
Position Summary
The CLA Advisor will serve as the activity’s knowledge management and organizational learning advisor. He/she will work closely with the Chief of Party and Senior MEL Advisor and will be a member of the core advisory team.

Responsibilities
• Develop and champion practices that support knowledge capture and transfer, collaboration, learning, sharing, and adaptive management. These efforts contribute to the activity’s broader efforts to utilize evidence produced from USAID/Rwanda programs to adapt current Mission programming and inform future activity designs.
• Serve in a capacity building role with USAID activity managers, implementing partners, project staff, and Rwandan firms to encourage learning in project activities.
• Work collaboratively with these stakeholders to develop high quality products and processes, while training them to lead future work.

Requirements
• A bachelor’s degree (or advanced degree) in a relevant field of study such as in international development, the social sciences, or another related technical field.
• At least five years of professional experience in knowledge management, organizational learning, and/or strategic learning, preferable in an international development context.
• Demonstrated skills and experience in facilitating groups, meetings, and events (both online and in-person), resulting in collaborative decision-making, agreed upon action items/priorities, and strong outcomes.
• Experience in strategic planning and project design, preferable on similar USAID funded program.
• Experience working in a multi-cultural environment with a diverse staff.
• Excellent soft skills: communication, teamwork, problem-solving skills, adaptability, and time management.
• English language writing, editing, and oral communication skills.
• Background in capacity building, adult learning and/or learning facilitation or related experience.
• Proven ability to gather and analyze data and to prepare concise and well-written reports/presentations for different audiences – technical, management, and other stakeholders.
• Experience in designing systems for cleaning, analyzing, reporting, and archiving data to facilitate evidence-based organizational learning.
• Experience working closely with or directly on USAID, USG, or other similar donor projects; understanding of USAID CLA and development programming is preferred.
• Must be a Rwandan citizen.
