JOB DETAILS:
Purpose of the position
The Civil Engineer will support the implementation of CDAT project. He will ensure the compliance of all technical aspect through the application, approval, implementation of all projects supported by matching grant. He will also provide technical assistance to the technical departments, particularly in relation to compliance of technical issues.
Main Responsibilities
The key responsibilities will be, but not limited to the following. Under the direct supervision of BDF Fund Manager, the Civil Engineer will have the followings specific duties:
• Ensure the technical compliance and quality assurance on all work related to Primary Production (Tractors, power tillers and their implements; Greenhouses including screen houses, hydroponic and aeroponic; Spraying pumps, planters, personal protective equipment and harvester); Post-Harvest Handling and Storage interventions (Post-harvest handling facilities; Storage facilities, Post-harvest equipment and Packing equipment); Processing and value addition (Constructions and Processing equipment): acquisition of new machines and equipment);
• Planning and independently carrying out work requiring judgment in the evaluation, selection, application and adaptation of engineering techniques and procedures;
• Analyze the works together with its associated BOQs and provide inputs before commencement of executing the works for various components of the engineering activities under the support of CDAT grant;
• Evaluate and modify specifications, calculations, charts and graphs, and monitor work for compliance to applicable codes, accepted engineering practices and statutory standards;
• Performance of field activities such as observe and record existing field conditions, take and verify measurements within project area;
• Organization, drafting, and coordination of technical documents;
• Conducting technical evaluation by determining beneficiary’s contribution on the supported infrastructures.
• Develop and implement emergency procedures to meet the needs of service;
• Supervise all construction works under the support of CDAT grant Funded Projects during his/her contractual period where applicable and upon request by the superior.
• Any other duties requested by supervisors.
Contract duration
The contract term is two years renewable upon satisfaction.
Qualification and professional experience
• A minimum of university degree in Civil Engineering or MSc in construction management or equivalent qualification in the area of construction.
• Membership of The Institution of Engineers Rwanda (IER).
• Demonstrated relevant professional work experience of at least five years in construction works, construction management in the area related to post harvest infrastructures will be an added advantage.
• Proven experience in preparation and analysis of work plans, complex reports of the projects;
• Excellent planning, organization and problem solving and analytical skills;
• Advanced analytical skills, sound judgment, resourcefulness, ability to take initiative, capacity to work in a self-directed manner and multi-cultural environment, and ability to create a team-based, participatory work environment;
• Good negotiations and communication skills;
• Excellent PC user skills: MS Windows, MS Office, and MS Internet Explorer;
• Good understanding of CAD soft wares in producing designs is required;
• Excellent written and spoken command of English and Kinyarwanda. Knowledge of French is an added value.
