SOS CV Rwanda operates schools with 2,136 students enrolled into the SOS Herman Gmeiner schools. The schools are located in Gasabo/Kigali, Gicumbi, Kayonza and Nyamagabe Districts. Among the students includes hundreds under SOS Children’s Villages Rwanda family care and students from the surrounding communities as the Herman Gmeiner schools are known for their extensive academic excellence and secure caring environment which enabled children over decades experience success and achieve their full potential. SOS CVs Rwanda intends to handover its school’s management to the external bidder through a formal Lease Agreement of its facilities and this call for expression intends to get a suitable bidder to lease and manage SOS CV RWANDA schools.
SOS CVs Rwanda is seeking experienced bidder to lease and take up the management of the schools in accordance with the provisions of the lease agreement that will be signed between SOS CV Rwanda and the successful bidder.
2. General objective of the Expression of Interest The general objective of the expression of interest is:
i. Lease of SOS Children’s Villages Rwanda four kindergartens, 4 primary schools, 1 ordinary secondary school and one training schools located in Gasabo/Kigali, Gicumbi, Kayonza and Nyamagabe Districts to a suitable partner effective October 2022.
ii. To provide SOS CV’s Rwanda with excellent leasing services ensuring that the schools are managed and run at the same or higher quality level as they have been run under SOS CV Rwanda.
3. Application process and requirements:Prospective bidders are required to submit the following in their applications:
1. A certificate of company registration (from RDB, RGB, etc) / for international companies, equivalent documents from their countries of origin,
2. RRA Tax Clearance Certificate/ for international companies, equivalent document from their countries of origin,
3. RSSB Clearance Certificate/ for international companies, equivalent documents from their countries of origin,
4. Well filled, Signed & Stamped Due Diligence Questionnaire (attached to this Document),
5. Detailed Technical & Financial proposals,
6. Proposed approach and methodology to effectively and efficiently run the schools
7. Any other useful information to strengthen the bidder’s application for consideration.
4. Four Lots facilities to be leased tentatively from October 2022
1. 1 Kindergarten, 1 Primary School and 1 Technical High School in Gasabo/Kigali (LOT 1)
2. 1 Kindergarten and 1 Primary School in Nyamagabe District (LOT 2)
3. 1 Kindergarten and 1 Primary School in Gicumbi District (LOT 3)
4. 1 Kindergarten, 1 Primary School and 1 Secondary School in Kayonza District (LOT 4)
Bidders are allowed to bid for all or any of the lots (i.e., Gasabo/Kigali schools, Gicumbi schools, Kayonza schools or Nyamagabe schools
5. Institutional commitmentSOS CV’s Rwanda will provide all the appropriate documentation and background information required by the bidder to get an in-depth understanding of the listed facilities.
6. Purpose of this callSOS Children’s Villages Rwanda is seeking proposals from reputable firms/ lessees to submit their proposals for leasing services for listed SOS CV Rwanda schools.
7. Compulsory sites visitSites visit will be conducted as of the following weekly schedule:
Lot 1 (Kigali schools): on Monday, 17th May, 2022
Lot 2 (Nyamagabe schools): on Tuesday, 18th May, 2022
Lot3 (Gicumbi schools): on Wednesday, 19th May, 2022
Lot 4 (Kayonza schools): on Thursday, 20th May, 2022
Note: The departure place will be at SOS CV’S RWANDA National Office located at Kacyiru from 9a.m local time and SOS CVs reserves the right to adjust the above visiting scheduled as needed.
Sites visit is mandatory to all bidders
8. Submission of proposals Technical and Financial proposals properly prepared in English must be submitted to “

JeanBosco.Kwizera@sos-rwanda.org. in two compressed separate files (one for technical proposal and another one for financial proposal) not later than 15th June /2022 at 3:00PM Local time. Late Bids will be strictly rejected. (Proposals submitted in hard copies shall not be accepted).

9. Terms of references availabilityAny interested bidder may obtain terms of references (free of charge) by sending an e-mail at “

sosbnc@sos-rwanda.org.Proposals must remain valid for 90 days from the date of deadline for proposals ‘submission.
SOS Children’s Villages Rwanda does not require bidders to pay any fee at whatever stage of the bidding process.
10. Disclosure of Information, Copyright & Data ProtectionIn line with SOS CV Rwanda’s Data Protection Policy national and international laws on the same, SOS CV RW Service Providers shall not during or after any engagement, disclose to any third party any information arising from that engagement (except in the performance of the services) without the express consent of the SOS Children’s Villages Rwanda - National Director or his designate. This includes personal information on children and youth beneficiaries of SOS CV Rwanda’s programmes; SOS CV Rwanda’s staff, Board Members and stakeholders; adult caregivers engaged in the organization’s programmes; and other service providers engaged with SOS CV Rwanda. All the deliverables and information contained therein shall remain the property of SOS CV Rwanda and may not be used, published, duplicated or used otherwise without the consent of SOS CV’s Rwanda.
11. Child Protection PolicySOS Children’s Villages Rwanda shall ensure compliance with their child protection standards.
