• Introduction
• Never Again Rwanda (NAR) is a peacebuilding and social justice non-Governmental organization, which was founded in 2002, in response to the 1994 Genocide against the Tutsi. The organization has five pillars to include; Peacebuilding, Governance & Human Rights, Research, Youth Engagement, and Strategic partnerships.
• For the last 19 years, NAR has been implementing various projects, activities and programs in various districts in Rwanda, with an overall aim to empower citizens to make a positive difference in their respective communities and the country in general. We have worked with central and local leaders, youth leaders, opinion leaders, women leaders and the overall community members.

• Dufatanye Kwiyubakira Igihugu Program
• Under our Governance and Human Rights pillar, NAR secured funding to implement “Dufatanye Kwiyubakira Igihugu,” a 3-year (2021-2024) Citizen Participation program that will be implemented in 8 districts (5 sectors per district) of Huye, Nyanza, Kayonza, Nyagatare, Ngororero, Rusizi, Musanze and Burera. The program builds on and contributes to the ongoing Government of Rwanda’s deliberate efforts to enhance citizen participation and enhance good governance.
• The overall objective of the program is to strengthen the capacity of citizens and local leaders as well as local organizations as they work together to align citizens’ needs and concerns with the (Imihigo) planning, budgeting and evaluation. In partnership with RMI, the program will enhance the capacity of local leaders in inclusive consultations and feedback and ultimately contribute to improved responsiveness of the government policies and decisions.
• The core principle of the DKI being the inclusion of civil society in the NST1 process; NAR has emphasized this interest under DKI expected results 3 “Civil society and media capacity to inform and advocate strengthened”.
• Expression of Interest (EoI)
• This Call for Expression of Interest is issued by NAR and aims to invite interested national CSOs, CBOs and FBOs operating at district or national level to submit their Expression of Interest in partnering and building coalition for policy influencing around NST1.

• CSOs, CBOs and FBOs interested in this EoI should fulfill the below criteria:
• Registered at national and or district level
• A minimum of 3 years’ operating in area of intervention
• Recognized as an active member of JADF
• Proven track record in civic engagement, policy analysis and advocacy
• Demonstrated experience in areas relevant to economic transformation, social transformation or transformative governance
• Track record of credible, transparent, ethical and impactful interventions in Rwanda; experience in multi-stakeholder coordination is desirable
• Inclusion & non-partisanship: Interested organizations must be gender-inclusive, i.e. open to all; CSOs, CBOs and FBOs representing youth, PWDs and other vulnerable categories are encouraged to submit and EoI.

• The expression of interest should describe:
• Motivation and interest in being part of the mapping exercise and later on of the coalition for policy influencing and advocacy around NST1;
• Mandate, objectives, size of the organization (including membership for umbrella organizations/networks); and
• Expertise, track record and capacity of the organization (see criteria above).
• In developing the Expression of Interest, CSOs, CBOs and FBOs should carefully take into account the selection criteria set out above.
• The submission should clearly state the NST1 Pillar towards which it is contributing to i) Economic Transformation, ii) Social transformation or iii) Transformative Governance.
• The submission should also clearly state the name of the CSO, CBO or FBO and its contact details.
• The CSO must indicate its registration number/status in Rwanda.
• The submission should be made in English. It should not exceed two pages.
• Selection Process
• The selection will be based on an open, transparent process.
• The review and processing of the Expressions of Interest will be done by a technical team composed of officials from NAR in cooperation with an independent advisory group.
• A prioritized shortlist of CSOs, CBOs and FBOs (by category) meeting the criteria will be done.
• The result of the selection process will be announced not later than 10 days after the submission deadline.
• Organizations interested in pursuing this opportunity are requested to send their Expression of Interest duly signed by an authorized representative of the organization to NAR at the following email address: job@neveragainrwanda.org by 31st March 2022.
