PAX PRESS/The Rwanda Media Programme are accepting applications from smaller media houses in Rwanda for continuous training and mentorship for their journalists and to a lesser extent some equipment support to selected media houses.
The Rwanda Media Programme is supporting professionalisation of journalism, improving gender representation and strengthening media management capacity to produce sustainable quality journalism and secure financial viability built on business models that are suitable to Rwandan media market and potential target groups. The partnership with smaller media houses aims at capacitating them on news production by training their journalists in various thematic areas where journalists need more competences or need to enhance the content, for example by knowing more about the interests of their audiences, as specified by the audience research consumption survey done in 2021.

Introduction/Background
The Rwanda Media Programme 2021-2026 (RMP) is a five-year programme for capacity building and professionalization of the media in Rwanda implemented by Fojo Media Institute (Fojo) in partnership with PAX PRESS. The programme will focus on news and newsroom production, in line with international journalistic core values of truthfulness, accuracy, objectivity, impartiality, fairness and public accountability that will have a strong gender focus. The programme is funded by Sida (Sweden) and SDC (Switzerland) and implemented by Fojo Media Institute (Fojo), SR MDO, PAX PRESS and RBA.
PAX PRESS, a network of Journalists promoting peace, human rights, and democracy in Rwanda since 2006, is implementing the five-year programme together with Fojo.
Fojo Media Institute belongs to the public Linnaeus University in Sweden and is the country´s leading organisation for media development, strengthening free, independent and professional journalism in Sweden and globally. Since 2015, Fojo has supported the School of Journalism and Communication at the University of Rwanda with capacity building.
The Specific objective of the programme is: Strengthening the independence, professionalism, and sustainability of key actors in the Rwandan media sector with the aim to increase media viability, diversity and integrity with the following outcomes.
• Outcome 1: Commercial and non-profit media are strengthened to become financially sustainable and to produce and disseminate public interest journalism, reflecting the full composition of society through a balanced presence of women and men, age groups and communities.
• Outcome 2: RBA is strengthened in the process to become an independent, trustworthy and sustainable Public Service Media (PSM) provider, according to international journalistic and public service standards. (This outcome is implemented by the Swedish Radio Media Development Office (SR MDO) and RBA.)
• Outcome 3: Journalism education institutions have increased skills concerning practical journalism, awareness of gender issues, and are better connected with the Rwandan media and the international journalism community.
The programme will aim to support 20 smaller media houses with recurring trainings that will be supplemented by in-house and hand-on mentoring that will take place over a period of two years. Evaluation of the impact of the trainings and mentorship provided will be done regularly during that period.

Eligibility criteria
The Programme will support smaller media houses that have at least 3 members of staff and two (2) must be involved journalists . Single individuals are not encouraged to apply, whereas groups of individuals coming together to start a media house are welcome to apply.
To be eligible for the capacity building Partnership the applicant needs to:
• Be recognised by a competent authority in Rwanda with an operating licence from RURA for radio and TV and accreditation from RMC for print and online
• Have at least 2 active journalists with valid press cards and 1 administrative staff.
• Must be involved in news and content production
• Have a track record of publishing quality journalism/news content with a recommendation from RMC
• Provide a List of journalists who are involved in news production (freelancers also are allowed)
• Have a defined editorial line
• Having a physical office will be an added value
• Submit a cover letter outlining how the requested collaboration with be useful to the media house, journalists and your readership.

Any missing documents might affect your application. The deadline for applications is fixed on 11th March, 2022 at 4 pm at the latest. Late applications will be rejected.
Female media owners are encouraged to apply.

How will RMDP handle applications?
Based on the quality of the ideas presented in the concept notes, an independent Selection Committee will review and analyse the applications.
