Plan International Rwanda Background
Plan International Rwanda (Plan) is an independent development and humanitarian organisation (non-profit) that advances children's rights and equality for girls. We support children's rights from birth until they reach adulthood. We drive changes in practice and policy at local, national and global levels using our reach, experience and knowledge. We have been building powerful partnerships for children for over 80 years and are active in more than 76 countries. We have been operating in Rwanda since 2007, calling on people, organisations and the Government to join us in driving vital changes in the lives of children, with equal opportunities for girls and boys and young men and women. Plan is registered with the Rwanda Governance Board (RGB) as an international non-governmental organisation (INGO) with registration number 130/RGB/18.

Plan's Country Strategy (2020-2024) goal is to contribute to access to comprehensive early childhood development (ECD) services and the reduction of sexual and gender-based violence (SGBV) so that vulnerable children and young people, particularly girls, grow up, develop and realise their rights to make decisions about their lives in protective, healthy, resilient and inclusive environments in both development and humanitarian settings. During this strategy period, Plan will support 2.2 million girls, 1 million boys, and 400,000 young people to learn, lead, decide and thrive in an environment that respects their rights and empowers them with the knowledge and skills to make informed decisions about their lives. Our programmes currently support gender-transformative child protection (GTCP), early childhood development (ECD), sexual and reproductive health and rights (SRHR), skills and opportunities for young people's employment and entrepreneurship (SOYEE) and disaster risk management (DRM) and resilience in both developmental and humanitarian contexts.

In line with our theory of change, we engage and mobilise communities and partners to implement child-friendly community development through increasingly gender-transformative programmes. We seek to work at the local level through partnerships and build the capacity of grassroots organisations where required while supporting children, especially girls, and their families. We will gradually increase capacity building and enhance local ownership by reducing service delivery and direct management of projects in development settings, where there are local partners who can manage this work. We will achieve large-scale impact through increased advocacy with partners at national and global levels based on our community engagement's evidence, solutions, and experience.

Against this background, Plan International Rwanda is calling for applications from other international non-governmental organisations (INGOs), national non-governmental organisations (NNGOS), Faith-Based Organisations and Community-Based Organisations(CBOs) with presence in the locations specified in this document. Interested organisations must demonstrate commitment and capacity to work at different levels to scale up current and prospective programmes supporting Plan's strategic objectives.
Submissions in response to this call are in two categories, from CBOs and NNGOs/INGOs.
Category 1: Partnership with Community-Based Organisations
Applications are expected from not-for-profit community development associations, community coalitions, and women-led and youth-led organisations/associations/cooperatives. CBOs applicants must meet the following criteria to be eligible and considered for selection.

Eligibility Criteria for Community Based Organisations
• Must be based in a district where Plan operates.
• Members and leaders must be from the sector where programmes will be implemented.
• Must demonstrate acceptance by village/sector/district leaders.
• Must be known and recognised by the sector or district.
• Should have an active bank account in the organisation's name with signatories.
• Must have evidence of a leadership structure.
• Organisation must be politically neutral/non-political.
• Must have evidence of regular meetings of members and leaders for at least two years.
• Must have basic financial records and books of accounts.
• Applications must be submitted in English.
Category 2: Partnership with National Non-Governmental Organisations (NNGOs), International Non-Governmental Organisations (INGOs), Research Centres and Academic Institutions.
Applications are expected from National Non-Governmental Organisations (NNGOs), International Non-Governmental Organisations (INGOs), Research Centres and Academic Institutions with diverse capacities, technical expertise and operating in Plan's operating districts.

Eligibility Criteria for National Non-Governmental Organisations (NNGOs), International Non-Governmental Organisations (INGOs)
• Must have a presence in the districts where Plan operates.
• Must be known and recognised by the district and JADF and must be well-grounded and connected with local communities and with vast experience in community engagement.
• Must be duly registered with RGB and have clear institutional governance systems.
• Must provide at least three referees for programmes of a similar nature.
• Able to design and implement innovative projects that deliver measurable core outcomes for improving children, especially girls and communities' wellbeing.
• Preference will be given to the organisations based at the district level (Gatsibo, Bugesera & Nyaruguru). However, organisations working at the national level can also apply.
• Minimum two years of working experience within selected thematic areas (Sexual Reproductive Health Rights, Child Protection, Early Childhood Development, Disaster Risk Management & Resilience and Skills and Opportunities for Young People Employment and Entrepreneurship)
• Minimum annual operating budget from Ten Million (10m) RWF and above.
• Applications must be submitted in English.

Eligibility Criteria for Research Centres and Academic Institutions
• Must have experience designing and implementing components or whole projects in the selected thematic areas (Sexual Reproductive Health Rights, Child Protection, Early Childhood Development, Disaster Risk Management & Resilience and Skills and Opportunities for Young People Employment and Entrepreneurship).
• Registered with the relevant national regulatory agency.
• Applications must be submitted in English.

Submission
• Expression of Interest: Interested organisations are requested to submit their interest using this online link not later than the 5th of June 2022 (Sunday - 2100 local time)
• Concept Note Submission: Please access this link (Annex A) for the specific ToRs provided under each thematic area. Please use this link (Annex B – Concept Note Template) to download a specific template for the concept note submission no later than the 5th of June 2022 (Sunday - 2100 local time). If the organisation is applying for more than one thematic area, please use the separate application template for each thematic area. Please submit your application using this email partners.rwanda@plan-international.org. Please use the same email in case any questions/issues related to this EoI.
• Geographical Submission: One organisation can only submit for a maximum of two thematic areas in one district but cannot submit for multiple districts and multiple thematic areas. For example, if you apply for SRHR and ECD in Gatsibo District, you cannot apply for other districts.

Selection Process
An evaluation committee will assess applications to identify implementing partners with the relevant skills and capacities and comparative advantage to support the achievement of results described in the given specific TORs (Annex A) under each thematic area and specific selection criteria provided under Annex C.
However, it should be noted that participation in this Call for Expression of Interest does not guarantee selection for partnership with Plan International Rwanda. The selected organisations will be invited to review and finalise partnership agreements following the criteria outlined in Annex A and applicable policy and procedures on partnership with selected partners. Only successful organisations will be contacted through the official Plan International Rwanda email.
Plan International Rwanda reserves the right to accept or reject any Expression of Interest and cancel the selection process and reject all Expressions of Interest without incurring any liability to the affected organisations. The selected partners will work with Plan International for two years, starting from the 1st of July 2022 to the 30th of June 2024. However, an annual partnership agreement will be signed based on the funding availability. Both current and prospective partners should respond to this EOI.
