JOB DETAILS:

BACKGROUND
Government of Rwanda through Ministry of Health seeks to develop a national eHealth strategic plan. The National eHealth Strategy is a guiding document that presents a high-level plan to develop and implement Digital Health in Rwanda. It describes Rwanda’s long-term vision for Digital Health with a strong focus on the tangible benefits and deliverables that will be achieved over the next five years, it will also include health sector’ IT and Data strategic plan which describes how the IT systems and infrastructure responds to overall health sector goals and objectives. The document proposes also monitoring and evaluation framework which enables a government to track and assess the success of the strategy. The strategic plan also describes the leadership and governance structure that has been put in place to guide the implementation and help ensure the timely completion of Digital Health deliverables and realization of the associated benefits for Rwandans. The estimated consultancy duration is four months.

OBJECTIVE
The main objective of the exercise is to develop a National eHealth Strategic plan for year 2023-2028.
The National E-Health Strategy document will consist of two main sections: Health sector IT strategy and Data Strategy. The document is expected to define, among others, IT Governance, Data Governance, Data architecture, National eHealth Vision, National eHealth Action Plan, and eHealth Monitoring and Evaluation plan. The document will also propose the costed implementation roadmap and define necessary resources to implement the strategy.

SPECIFIC TASKS
Defining health sector IT strategy which includes Vision and Mission; Current State Assessment of IT systems, infrastructure, processes, and staff capabilities; Gap Analysis; Implementation roadmap; IT governance structure; IT Architecture which consists of the design and structure of health sector IT systems and infrastructure; IT investment and budget; IT Risk management; Performance metrics which includes key performance indicators to measure the success of the IT strategy and its alignment with the health sector’ overall goals and objectives
Defining health sector data strategy which includes Vision and Mission; Current State Assessment; Gap Analysis; Roadmap; Data Governance; Data Architecture; Data Governance; Data Management; Data Security and Privacy; Data Analytics and Insights and Performance Metrics which includes performance indicators to measure success of the data strategy and its alignment with health sector ‘overall goals and objectives.

KEY RESULT EXPECTED
A comprehensive National eHealth strategic plan (2023-2028) containing two main sections: IT and Data Strategy.

DELIVERABLES
• Inception report
• Current state assessment report on IT and Data strategy
• Developed IT and Data Strategy
• Validated National eHealth Strategic plan for year 2023-2028
• The Consultant will involve desk review to analyze the Strategic Plan (2018 – 2023), implementation plans and other relevant documents. Consultations with all stakeholders to get more information on implementation experiences.
• The Consultant will be expected to produce an inception report which will include a clear work-plan for the whole exercise. Once the inception report is approved, the Consultant will go on with the assignment and will complete the assignment within the agreed period.
• The methodology should include:
• The key phases of the exercise,
• The content and duration of project activities and tasks,
• The information collection tools, the data analysis approach and the work break down structure ‘WBS’

REPORTING
The consultant will be reporting to the Permanent Secretary and working closely with MoH Digitization Directorate general.

QUALIFICATIONS AND COMPETENCES
The Consultant or Team of Consultants should have the following combined experience:
• The consultant must demonstrate diverse experience in digital transformation and digital governance, with demonstrated expertise in data strategy, data architecture, and data operations.
• The consultant must be able to demonstrate staying on top of the latest industry trends and best practices, ensuring that clients always receive the most up-to-date and effective advice.
• The consultant must demonstrate the ability to equip the next generation of digital leaders with the knowledge and skills needed to succeed in this rapidly evolving field.
• The consultant must be recognized in their discipline, at least regionally but preferably globally, either by subject matter awards and/or by demonstrated thought leadership.
• The consultant must be able to bring a holistic approach to digital transformation journeys based on a diversity of business-driven sectoral perspectives.
• The consultant must have demonstrated outcomes to enterprise data and/or IT initiatives that include reducing costs, increasing revenues, and/or mitigating risk.
• The consultant's proven experience in data governance, including data management disciplines like data quality, master and reference data (interoperability), metadata, and privacy across the full data lifecycle would be useful in developing a comprehensive data governance framework for the national data strategy.
• The consultant's proven thought leadership and their knowledge of the latest industry trends and best practices would be useful in developing a national data strategy that is up-to-date and aligned with global best practices.
• The consultant's proven experience in risk avoidance and mitigation.
• Proven at least two (2) similar assignments for the last 10 years.
• Skills and experience with open-source software especially in the health sector
• Must have experience working with government agencies,
• Ability to work with multi-cultural team environment and to deliver under pressure/meet deadlines.
• Excellent analytical, research and report writing skills,
• Excellent communication and relationship building skills.
• Proficient in English

DURATION
The consultancy is expected to be completed in 4 months starting from the date of the signature of the contract.
