ICAP at Columbia University is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.
ICAP at Columbia University has received PEPFAR funding from the U.S. Government/CDC to provide technical assistance (TA) to Ministries of Health (MOH) and in-country implementing partners in seven sub-Saharan African countries to establish a Tracking with Recency Assays to Control the Epidemic (TRACE) program. Each TRACE program will monitor epidemic trends, inform rapid programmatic responses at national, local and individual levels and accelerate progress towards epidemic control.
In view of the above, ICAP is tasked to provide TA to RBC in scaling up the use of rapid recency assays at HIV testing sites and build data systems to capture recency data to characterize emerging hotspots and help target HIV prevention interventions.

JOB DESCRIPTION
POSITION: Business Intelligence Developer (BI Dev) - Active Case-based Surveillance and Recency
REPORTS TO: The Active Case-Based Surveillance (CBS) Project Manager at Rwanda Biomedical Center (RBC)
LOCATION: Kigali, Rwanda
POSITION SUMMARY
Under the supervision of the Active Case-Based Surveillance (CBS) Project Manager at Rwanda Biomedical Center (RBC), the Business Intelligence Developer (BI Dev) will contribute to the development, implementation, and management of automated solutions to harness recency and case surveillance data for the active case-based surveillance (CBS) system. The BI Dev will support the Active CBS Core Team and work with the Data Manager to build out automated data processing solutions linking across data from HIV testing services, clinical services, laboratory, and geospatial data on a routine basis. The objective of this position is to enhance surveillance of HIV clinical services to inform public health response strategies and interventions that contribute to reaching and sustaining HIV epidemic control in Rwanda. The specific role of this position is to support systems operations and implementation that enables RBC to establish robust, automated, and routine processes to produce high quality and timely surveillance data for individual-level health analytics and response. While the BI Dev reports to CBS Project Manager, he/she works closely with the RBC Health Information Systems Unit, the HIV Research Surveillance Unit within HIV Division and the CBS Core Team. With this position, the incumbent will be an ICAP Employee seconded to the Rwanda Biomedical Center (RBC). .

MAJOR ACCOUNTABILITIES
In collaboration with RBC, CDC, and ICAP:
• Participate in the design, development and deployment of the HIV case surveillance data architecture from data capture at HIV testing and clinical sites within the electronic medical record (EMR), the electronic Case Report Form (eCRF), laboratory system, through the data exchange/interoperability layer, to analytical engines for visualization in dashboard displays
• Assist informatics partner organizations to develop, test and maintain the HIV Active CBS data systems and documentation
• Collaborate with informatics partner organizations in the design and deployment of a web-based HIV case surveillance data analytics solution that supports interactive data exploration (longitudinal and geospatial) and informs data-driven response
• Work with HIV Active CBS Core Team members to maintain and improve internal data archival system and strengthen technological safeguards to maintain data security on all archived data
• Contribute to the development and implementation of Active CBS system and data security, privacy, and confidentiality policy, guidelines and standard operating procedures (SOPs)
• Investigate and evaluate new informatics tools and technologies through effective networking and participation in meetings; leverage new knowledge to adapt and improve existing HIV case surveillance data systems
• Conduct continuous quality improvement (CQI) monitoring and assessments of existing HIV case surveillance data capture/management systems to maintain high quality, accessible electronic data
• Gather input from users of HIV case surveillance data systems, write requirements and functional specifications, develop user scenarios for new features, enhancements, and modifications to data systems to meet the changing needs of the HIV epidemic and HIV program implementation strategies
• Train and mentor district and facility-level information technology officers and data managers in the management of the HIV case surveillance data systems
• Assist with high-level consultations with RBC, partners, and funding agency on informatics issues
• Perform other related duties as directed.

EDUCATION
Bachelor’s Degree in computer or information science/engineering, information systems/ technology, biomedical engineering, or related field required. Additional training in public health, health informatics, or health-related field is a plus.
EXPERIENCE, SKILLS, AND MINIMUM REQUIRED QUALIFICATIONS
• Minimum four (4) years of related experience designing, managing and working directly with databases from large research studies or commercial business using large datasets.
• Proficiency with at least one major programming language (e.g. Java, Python, C#)
• Proficiency and experience designing and managing relational database management systems (RDBMS)
• Proficiency in SQL programming and experience with SQL databases.
• Proficiency with Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint).
• Excellent skills in critical thinking and analysis
• Excellent organizational and oral/written communication skills (please provide a sample of technical writing)
• Ability to work independently and manage various tasks under tight deadlines
• Excellent attention to detail
• Fluency in English, both spoken and written
EXPERIENCE, SKILLS, AND PREFERRED QUALIFICATIONS
• Master’s Degree in a computer or information science, computer systems engineering, health informatics, biomedical engineering, public health or related field with two (2) years of related experience designing, managing and working directly with large/complex data systems
• Demonstrated experience with developing and implementing distributed software systems, service-oriented architecture, and enterprise integration patterns (please provide links/references to examples)
• Proficiency with at least one geospatial analysis application (e.g. ArcGIS, QGIS)
• Proficiency with at least one business intelligence platform (e.g. Power BI, Tableau)
• Proficiency with data science and/or statistical analysis software (e.g. SAS/STATA/R, python data-science extensions)
• Experience managing and analyzing surveillance or population-based survey data
• Knowledge and experience working in the field of HIV
• Familiarity with mainstream open-source health information technologies (e.g. DHIS2, OpenMRS)
• Familiarity with health information technology standards for messaging or content.
• Experience working in resource-limited environments, preferably in sub-Saharan Africa
• Basic proficiency in French or Kinyarwanda is beneficial

• No frequent travel or trips required.
