JOB DETAILS:
SPARK is looking for a results-oriented and experienced Project Manager. The Project Manager will be responsible for the overall management of 2 projects in order to ensure a successful implementation. He/she will be also responsible for resource mobilization for further developing SPARK’s ideation, acceleration and business development services tailored to Rwanda’s Business Support Ecosystem with a high focus on youth .

Main Tasks and Responsibilities: Relationship management and Resource mobilization:
• Establish networks and partnerships with national/regional/international government institutions, funders/donors and other organizations working in related fields, spearhead public and private sector collaboration, fundraising and programme development in Rwanda;
• Coordinate programme development and writing of funding proposals for extension of existing and/or establishment of new development programmes in Rwanda;
• Organize and coordinate projects knowledge sharing, networking, communications and learning events (seminars, workshops, )
Project Management:
• Provide Leadership and Management to the overall and day-to-day operations of two projects to ensure an efficient and effective high-impact implementation (achieving the planned project goals, deliverables, tasks, costs and deadlines).
• Continuously conduct (together with SPARK coaches) Capacity Needs Assessments (CNAs) for the project beneficiaries and other field studies in order to develop coherent technical vision, initiate innovative strategies and design detailed business coaching intervention plans with an adequate field project structure to achieve the outputs of the project. This item focusses mainly on the Cassava (seed) Value
• Manage and monitor the work of the project team and experts in the projects by providing guidance and coaching to ensure an engaged work force and deliver technical support and training modules to project team and partners and directly to value chain actors such as agri SMEs, cooperatives, individual SHFs, processors, Financial Institutions,
• Ensure good collaboration, negotiate, draft and manage the contracts with the Software and Services Provider and the Financial Institution to implement the Digitial Access to Finance Solution; set-up and implement a Loan Guarantee Fund, ensure adequate understanding, trust and uptake of the digital loan processes and data collection through the Irish Potato Collection Centres and create awareness. This item focusses mainly on the Irish Potato Value
• Ensure timely technical reporting as per the scheme and instruments concluded with the Donor and Project
Human Resource Development & Management:
• Appoint, develop and manage project staff in-country;
• Coaching of staff and lead initiatives to develop staff
Financial Management & Control:
• Ensure efficient and effective project budget implementation and management • In collaboration with the Regional M&E coordinator, ensure proper project outputs and indicators monitoring through a comprehensive internal results analysis framework and tools; report on findings and suggest project implementation improvements; ensure comprehensive and well-documented lessons learnt from the
• Coordinate and supervise the project (external) evaluation studies (baselines, Midterm reviews and end-line studies);
• Build and manage relationships to ensure good collaboration with various partners including Smallholder Farmers, Agri-SMEs, Cooperatives, Financial institutions, Line ministries (MINAGRI and MINEACOM), Local government (Districts), NGO’s and other key players in the Cassava and Irish Potato Value Chain;

Requirements and Skills
• More than 7 years of experience in project management in international development or private sector, project design, implementation, operations, MEL, reporting and Proven experience in rural financing, financial inclusion and/or agro-economy are added value;
• Proven experience and good knowledge of Irish Potato, Cassava and/or seed systems are added
• Good knowledge of the agri value chain development (including agri capacity development/agribusiness development services) and rural SME environment in Rwanda;
• University degree in a field related to Business Administration, International Development, Agro economy, Entrepreneurship, etc. A master’s degree in one of the above mention fields will be an added advantage;
• Good knowledge of Business Information Technology specifically digital (cloud-based) solutions such as mobile financial and informational services platform for the rural farmers' population in East-Africa;
• Experience in youth and woman inclusion
• Skillful people manager, with the ability to lead, inspire, coach and train subordinates and contracted experts, and to achieve the highest possible results through • Leadership style which is focusing on capacitating people but not afraid of being on the fore-front when required
• Tactful, excellent communication, presentation and social skills and the ability to work in a multicultural setting;
• Ability to identify and tackle (culturally) sensitive matters;
• Hands-on attitude and willing to help out flexibly if required;
• Ability to work under pressure and meet deadlines;
• High energy, pro-active and service-minded;
• Willing and able to travel frequently to the target districts in Rwanda and to Burundi;
• Driving license (B Category) would be also an added advantage
• Residents of Rwanda and anyone with a working permit for Rwanda are encouraged
• Working knowledge of English and Kinyarwanda/Kirundi is required, strong oral and written French is helpful
