Innovations for Poverty Action (IPA) is a research and policy nonprofit that discovers and promotes effective solutions to global poverty problems. IPA brings together researchers and decision-makers to design, rigorously evaluate, and refine these solutions and their applications, ensuring that the evidence created is used to improve the lives of the world’s poor. In recent decades, trillions of dollars have been spent on programs designed to reduce global poverty, but clear evidence on which programs succeed is rare, and when evidence does exist, decision-makers often do not know about it. IPA exists to bring together leading researchers and these decision-makers to ensure that the evidence we create leads to tangible impact on the world. Since its founding in 2002, IPA has worked with over 600 leading academics to conduct over 900 evaluations in 52 countries. This research has informed hundreds of successful programs that now impact millions of individuals worldwide.
Position summary:
IPA is seeking highly motivated and competent software developers to support NESA to operationalize and strengthen CAMIS. The software developers will collaborate with the National Examination and Inspection Agency, department of Basic Education and TVET examination department and work hand in hand with other IPA embedded staff in NESA and Chief Digital Officer at MINEDUC. Software developer’s role will involve strategic collaboration and technical support, including conducting gap analysis of the CAMIS, supporting its operationalization process at all levels and streamlining of dataflows to and within the Ministry of Education.

Qualification and experience:• Advanced university degree in software development, information technology and data management;
• Minimum of 5 years of working experience in Management Information systems (MIS)/GIS/web design and other related activities
• Proven technical expertise in information systems and data management at national level in the public sector, preferably in Education, Health, agriculture, and monetary and fiscal
• Strong programming and quantitative data analysis skills in python or R
• Proven experience in Database management system (DBMS) and NoSQL, preferable MySQL; MS SQL Server and MongoDB
• Excellent skills in advanced programming languages, preferable (Java and or Go)
• Experience working dashboards with R and or python is a plus
• Knowledge about cloud services like Azure and working with servers
• Capable of organizing and facilitating training on information and data management systems and the use of ICT;
• An analytical mind, ability to interpret and organize data;
• Resourcefulness in coming up with solutions to new challenges, especially, in software and programming;
• Flexible and proactive work ethic with a demonstrated interest in the vision and mission of IPA.
Additional Desired Qualifications:
• Experience with electronic data collection platforms proven by submission of past performance certificates (at least 3).
• Demonstrated ability to work with donors and/or partner organizations.
• Add recommendation letter for the same service rendered.
• Mention expected daily rate tax inclusive. (Note the tax rate is 15%)
