Background
Plan International Rwanda is an independent development and humanitarian organisation that advances children’s rights and equality for girls. We believe in the power and potential of every child, but this is often suppressed by poverty, violence, exclusion and discrimination and girls are most affected. We have been operating in Rwanda since 2007, where we have been calling on people, organisations and the government to join us in driving vital changes in the lives of children, particularly girls. We work together with children, young people, our supporters and partners.

We advance children’s rights in Rwanda by working in strategic partnerships, coalitions and networks with like-minded organisations. Our ambition is to support 2.2 million girls, 1 million boys and 400,000 young people to learn, lead, decide and thrive in an environment that respects their rights and empowers them with the knowledge and skills to make informed decisions about their lives. We are present at national and local levels with a focus on the districts of Bugesera, Nyaruguru, and Gatisbo. We also work in 6 refugee camps across the country.
Our programmes are focused on issues that affect children, especially girls, in both development and humanitarian settings. In pursuit of our mission and objectives, we seek to hire three Construction Project Engineers on a framework arrangement. The Construction Project Engineers shall be engaged in all technical aspects of the construction projects that Plan International Rwandfa undertakes, including but not limited to construction of school buildings, safe homes, community centers e.t.c.

Duties and responsibilities
The Construction Project Engineer will be responsible for:
• Review of project plans and proposals, and work with the management to develop project objectives;
• Prepare appropriate architectural and structural designs, drawings, specifications, Bill of Quantities and other project documentation to respond to Plan International’s needs in reflection of project objectives;
• Prepare the terms of reference and assist in the procuring process of eligible contractor(s);
• Determine and advise on project costs including labor, materials, and other related costs throughout the design process;
• Comply with guidelines and regulations for engineering and safety standards by monitoring and tracking project milestone through regular site inspections;
• Schedule and coordinate activities and resources needed for efficient execution of works;
• Review, evaluate, approve, and monitor cost schedules during the execution of the project;
• Promptly notify the management of Plan International Rwanda on appropriate measures to prevent/mitigate any possible likely conflicts during contract management of ongoing construction projects;
• Prepare periodic project status reports;
• Promptly review and approve interim certificates for payment from contractors;
• Perform any other task as assigned by Plan International Rwanda management.

Requirements
The ideal candidate should possess:
• Master’s degree in Civil Engineering, Construction Engineering, Construction Project Management, Architectural Engineering or in another related field;
• At least 8-years of practical experience in construction project management;
• Experience in implementing community-based / public construction projects is an added advantage;
• Excellent knowledge in relevant software such as AutoCAD, Autodesk Quantity-Take-Off, ArchiCAD, Microsoft Project, Microsoft Excel & Word, and other relevant engineering design and management software;
• Strong communication and interpersonal skills;
• Fluency in written and spoken English and Kinyarwanda;
• Valid practicing license from the Institution of Engineers Rwanda or Rwanda Institute of Architects (for engineers and architects respectively).
