National Technical Assistant –
TVET and workplace learning (m/f)
The Belgian development agency, Enabel, implements projects as defined in the successive Cooperation Programmes negotiated between the Government of Rwanda and the Government of Belgium. Currently, Enabel is implementing a five-year cooperation programme (2019 – 2024) with a total budget of 120 million euros in four priority sectors of development of Rwanda: health, agriculture, urbanisation and public finance management.
Enabel in collaboration with the Ministry of Public Labour (MIFOTRA) and Rwanda Polytechnique (RP) is now looking for a qualified National Technical Advisor to support the implementation of the Urbanisation programme. He/she will support with skills development in the Made in Rwandan construction materials value chain.
Location: Based at LODA in Kigali with frequent dispatching to other partners and districts
Duration of the contract: Open-ended– local contract as per Rwandan labor law
Expected starting date: January 2020
Salary package: From 2.567.064 RWF gross salary depending on the number of years of relevant experience.
Function:
The National Technical Assistant TVET/WPL will work under the direct supervision of the PSD Expert of the Urbanisation programme and be jointly managed by Enabel and its partners to support with the implementation of the activities related to skills development and workplace learning..

Job Qualifications:
• Rwandan Nationality
• Master in education, teacher, management, social sciences or other relevant
• At least 7 years of working experience in design, delivery, M&E of trainings for schools or organisations;
• At least 5 years of working experience in the TVET sector in Rwanda;
• At least 2 years management experience, managing projects, budgets and teams;
• Experience with coaching teachers;
• Experience with working for another donor in TVET or WPL would be an advantage;
• Excellent communicator and facilitator;
• Strong interpersonal skills with high level of integrity;
• Good team working;
• Flexible as tasks and priorities shift;
• Ability to self-start and troubleshoot without supervision;
• Keen learner;
• Advanced knowledge of ICT (Word, Excel, Power Point, Outlook, Database);
• Ability to work under stressful conditions with no objection to working overtime and undertaking field missions;
• Fluent in Kinyarwanda and English. Knowledge of French will be an added advantage.
