Pact Rwanda is implementing a PEPFAR/USAID-funded ACHIEVE project to prevent new HIV infections and reduce vulnerability among orphans and vulnerable children (OVC), and adolescent girls and young women (AGYW) in Kayonza, Huye, Nyarugenge and Kicukiro districts. The strategic objectives support the Government of Rwanda strategies and priorities for HIV mitigation and prevention, with an emphasis on minimizing negative impacts of HIV on OVC and AGYW; addressing social, behavioral, and structural drivers of HIV, and improving access to comprehensive sexual reproductive health and violence response services to prevent new infections.
Pact Rwanda through ACHIEVE project offers integrated capacity development support to Implementing Partners (IPs) to ensure systems and technical capacities are available to support quality service delivery. It is in this line that the project has launched the implementation of Business and Sustainability Planning (BSP) approach developed by Pact to enable the two IPs to acquire skills and knowledge related to business development, proposal development, and donor engagement to strengthen systems and structures that support the organizations’ transition to prime USAID/PEPFAR funding and attract other potential donors. The project introduced both the partners DUHAMIC ADRI and YWCA to the BSP process and customized the modules to their institutional needs. Both IPs have drafted their BSP and Resource Mobilization Strategy. The 2 IPs have drafted their BSP and resource mobilization strategy.

Objective
The main objectives of this consultancy are to review existing draft strategy in response to the emerging opportunities and challenges; and to support its operationalization (through developing a clear action plan and mechanisms for implementation to sustain and develop new BSP and RM strategy documents for both IPs.

Key tasks
The scope of the consultancy service shall include
• Read documents and consult with DUHAMIC-ADRI and YWCA (each team separate) staff members to better understand the vision, mission, and focus areas of the organization, and past resource mobilization efforts (including the existing strategy), best practices, lessons learned, and challenges encountered,
• Recommend how to develop and maintain strategic partnerships and engagement with key donors, (past, present, and future), including preparation of a specific strategy for involvement of the private sector,
• providing technical support/guidance to the IPs for sustainability strategy and resource mobilization.
• preparing a catalogue of donors (appropriate to the IP mission and objectives),

Supervision, Reporting, and Deliverables
The consultant will be directly supervised by and will be reporting to the Capacity Development Manager. The consultant is expected to provide regular updates of progress bi‐weekly. The following deliverables are expected from the consultant
• A comprehensive BSP strategy and resource mobilization developed and approved for each Implementing Partners, that includes an overview of the situation, an analysis of past fundraising experience, explores future opportunities and strategies
• operationalization mechanism/plan developed in annex that maps donor interests, priorities, funding windows, and points to clear actions that should be taken to mobilize funds and develop/maintain relationships with these donors
• A plan for building the capacity of key staff in mobilizing and leveraging resources and developing and maintaining partnerships
• A catalogue of donors developed and handed to the Implementing Partners.
Duration of the task
The duration for this short-term consultancy work will be for 20 working days commencing from the date of signature of the contract.

Qualifications and experiences required
Developing a BSP and resource mobilization strategy requires a high level technical/professional expertise and proven experiences. The Individual Consultant interested in this work is required to have at least the following qualifications:
1. Hold master’s degree in the social, Business Administration, project management, public health, other related domains
2. Having ten years’ experience in the development sector, preferably in fundraising, resource mobilization, and partnership building. Sound understanding and application of development management or strategic planning concepts, methodologies, and tools
3. Fluency in spoken and written English is essential. Knowledge of French should be an added advantage
4. Excellent communication skills, oral, written, and presentation.
5. Experienced in working with international non-government organizations will be an added advantage.

Application process
• Technical proposal: Outline and methodology for undertaking the development of Resource Mobilization Strategy as well as the detailed work plan showing the assignment’s important activities and milestones
• Valid company registration and tax clearance certificates provided by the Rwanda Development Board and Rwanda Revenue Authority
• Financial proposal: including a detailed quotation for the co-consultancy showing all necessary costs. Bids shall be provided in Rwandan francs including applicable taxes and shall be valid for at least 90 days after the date of submission.

Selection Criteria
Applicants must be registered in Rwanda to be eligible for selection. Applications will be evaluated based on the firm’s technical proposal, team of experts’ technical capacity, experience, and cost reasonableness.
