Water For People Background
|
Water For People is an international non-governmental organization (NGO) that works with people and partners to develop innovative and long-lasting solutions to the water, sanitation, and hygiene problems in developing countries. The organization strives to continually improve, experiment with promising new ideas, and leverage resources to multiply its impact. Water For People has secured funds from USAID to finance the Isoko y’Ubuzima WASH project that will operate in 10 Districts of Rwanda including Rwamagana, Kayonza, Ngoma, Kirehe, Nyagatare, Ruhango, Nyanza, Nyamagabe, Nyabihu and Ngororero from 2021 to 2026. The purpose of this project is to increase and sustain equitable access to safe drinking water and sanitation services to improve health and contribute to a strong economy. One of the project objectives consists of building the capacity of private operators to identify, reduce and manage water losses to ensure the financial viability of private operators and improved water services to their customers. In that context, the Isoko y’Ubuzima project introduced the District-Meter Area approach to water loss monitoring and is being piloted in 10 selected water supply systems across the project intervention area. By so doing, customers in the DMAs from the selected water supply systems were inspected and mapped to better analyze their billings on a monthly basis. One of the findings was that the majority (60%) of the customers’ water meters are aged above 5 years and this may cause inaccurate water consumption thus affecting the billed volume and increasing the Non-Revenue water. It is, therefore, substantial to test the customer meters to ensure their accuracy. Considering the above, we are requesting interested and qualified contractors to submit their bids/quotations for the supply of the water meter testing equipment as listed in the below section. |

Technical specifications for portable water meter testing kit
The portable water meter testing System is a simple and practical equipment for comparative measurements of residential/ consumer meters directly in the user’s household. The system is built in a portable transport case and enables very quick and simple use and application.
The equipment will contain a precise comparative meter, calibrated as necessary on a water meter test bench with the setting of the entire calibration curve. The measured water meter will be compared to this D-class master meter using the standing start method. The equipment will be fitted with a pressure gauge and connecting hoses for simple and quick coupling in household’s conditions with a set of adapters, reductions as well as all necessary utensils (spanners). The transport suitcase will be durable, high quality made of light Aluminium alloy. The interior of the case will be cushioned and include a built-in protective cover for storing all exchangeable reductions for water taps, gaskets, and tools. The comparative system will be fixed to the bottom of the suitcase.
The comparative master meter will be an ultrasonic meter Q3=2,5 m3 /h, R=250, MAP16, MAT50 with a readability of 0.01 L or better. There can only be an ultrasonic meter or equivalent.
At the inlet, the meter will be fitted with a filter (strainer) and a pressure gauge. On its end, we require a set of exchangeable reductions for various types of water taps. On the outlet, the meter requires a regulation valve for easy setting of the flow rate and simple measuring.
The control system can also be fitted with an ultrasonic flow meter for water temperatures up to 50°C.

Manual: Must provide operating manuals in English
Menu Language: Must be in the English language
Warranty: The minimum warranty period shall be one year.
