Section 1: BackgroundSNV the Netherlands Development Organization is an international not-for-profit development organization working in over 30 developing countries for more than 40 years. In Rwanda SNV has been working for more than 30 years to improve people’s livelihoods by strengthening the capacities of public and private sector organizations. SNV works in full alignment with Rwanda’s development agenda. It does so by helping to realize the national development goals in three sectors: Agriculture; Renewable energy; and Water, Sanitation and Hygiene. SNV supports development in these sectors by working with government, civil society, and private sector organizations.
Section 2: Project OverviewEnergising Development (EnDev) Programme – is a multi-donor funded multi-country initiative to support sustainable access to modern energy. EnDev’s work involves building on government’s efforts by capacity development, technical and financial support. EnDev’s component on cooking energy in Rwanda called “Reducing Climate Impact of Cooking in Rwanda through improved cooking systems” (ReCIC) is implemented by GIZ (German Development Cooperation) and SNV Netherlands Development Organisation and funded by the European Union (EU) and Germany’s Federal Ministry for Economic Cooperation and Development (BMZ).
Through this 5-year ReCIC project that started from November 2020, EnDev aims to set up a sustainable production and dissemination chain for improved cookstoves (ICS) as well as for improved or alternative fuels in Rwanda, through a threefold approach: 1) increase production capacities, 2) consumer awareness 3) increase dissemination of ICS and improved fuels.
The SNV ReCIC project proposal has many activities under the outputs related to the supply side strengthening within and outside of the Cooking Energy Business Growth Fund (CEBGF). These activities are undertaken, primarily by SNV ReCIC project staff without or with little support from external resource persons or GIZ ReCIC project staff.
However, it is also important that the training programmes will be conducted in a group and in classroom set ups, rather than just one-to-one and informal set up. Otherwise, effectiveness could be very limited, and time taken for the project staff could be too much, depriving the project staff of time, necessary for other activities.
Thus, the training will be organised for 4 days in 2 clusters (Muhanga and Gatsibo) and will be facilitated by SNV ReCIC staff. The training will have two parts – 1) technical and 2) marketing and sales, with the total time divided more or less, equally. For both parts, there will be one external resource person, coming in an expert. Participants will get enough time to share ideas and experiences, ask questions and provide suggestions, for effectiveness of the learning.
Section 3: The assignment and the scope of workSNV Rwanda wishes to recruit an ICS Technical Resource Person (Consultant), for the training. S/he will work with a SNV ReCIC Energy Technical Advisor to revise an existing technical training content and update the training manual for the training in ICS production, including burning clay lines in kilns and in Quality Control (Quality Assurance).
The external Resource Person shall conduct the 4-days technical training in coordination and support from SNV ReCIC staffs. The Resource Person will have 15 days, for the preparation, travel, and actual training, plus preparation and submission of a brief report.

The Consultant shall have to manage his or her transportation and accommodation by himself/her. Lunch and refreshment during the training events will be provided by the Project. The project will also separately bear cost of printing or copying the Training Manuals, etc. for distribution to the participants.
Section 4: Technical Evaluation Criteria: Candidate profile and technical expertise for eligibility or qualification (MUST Criteria)
• Qualified engineer or another relevant technical qualification, with minimum of bachelor’s degree.
• At least 6 years of relevant working experience (in ICS training, developing new products and ICS technical advisory services).
• Language requirements: good command of English and Kinyarwanda.
Other technical evaluation criteria for ranking• Good knowledge and expertise in ICS technology.
• Computer skills: Proficiency/Knowledge of Microsoft Office.
• Proven experience of technical trainings for ICS production and quality control.
• Proven experience in other technical training/coaching for cooperatives/Companies or Small and Medium Enterprises.
The bidder meeting all the above Must Criteria will be subject the next level of evaluation for scoring and ranking, based on the above set of other technical evaluation criteria. Highest ranking bidder with the technical and financial bids based on the total quoted price, will be selected for the contracting.
Section 5: Application guidelinesBidders MUST submit the quotation as listed above, for delivery with good Quality and Quantity. Bidders are expected to submit their proposal (EoI) by filling up the above quotation table, for the activities.
• Bidders MUST submit proof of experiences in similar exercises, together with the proposal.
• These documents MUST have a cover letter addressed to SNV Rwanda and signed by the chief executive of the bidder.
• The cover letter MUST state, for all the points mentioned at the beginning of this EoI, certifying things like all information in the proposal and all supporting documentation are authentic and accurate.

Section 6: Coordination and supervision: The consultant will perform his/her duty in close collaboration with the SNV ReCIC Project staff, namely Energy Technical Advisor (with approvals from the Project Manager), including for the preparation of ICS training contents as well as the Training Maanual.
