Terms of Reference: Consultancy to facilitate a workshop to design two pillars of the new CARE Rwanda’s program strategy 2021-2025
1.0 Overview and Background
In 2017, CARE Rwanda started implementing a single coherent country programme that was focused on achieving gender justice for vulnerable women and girls aged 10–59 years. The programme framework included three focus areas: a life free from violence, adolescent sexual reproductive health rights and women and girls’ economic empowerment. The purpose of the single programme was to allow CARE Rwanda to develop complementary intervention models that work with younger and older adolescent girls and younger and older women, to achieve greater impact on their lives.

But, considering the changes nationally and globally, in 2020, CARE Rwanda conducted a strategy review process guided by the CARE 2030 vision and the National Strategy for Transformation 1 (NST-1). CARE’s Vison 2030 outlines six program areas in which CARE seeks to achieve impact. These areas are gender equality, women economic justice, right to health; right to food, water & nutrition; climate justice, and humanitarian action. In alignment with the above vision, CARE Rwanda’s new program strategy that was approved in August 2021, focuses on two main interconnected impact areas: “Women’s economic and climate justice” and "Gender justice and right to health.

1. Women’s Economic and Climate Justice: aimed at addressing the 3 level changes that need to happen for the realization of gender equality – agent/individual level, community level and systems/policy levels. Climate Justice will be an integrated component in this focus area specifically by supporting Climate Smart and Resilient Agriculture and moving into social entrepreneurships.
2. Gender Justice and Right to Health: reducing Gender Based Violence and ensuring the right to health – focusing on Adolescent sexual and reproductive rights and health.
The program priority impact group is comprised of women, girls and youth aged 10 to 59 in lower categories of the Ubudehe poverty ranking who are unable to meet their basic needs and who have limited capacity and skills to draw on existing opportunities to exercise their rights. The sub-groups will be selected based on the level of their particular vulnerability, including widows, female heads of households, young mothers, in and out-of-school girls, youth, women and girls victims and survivors of gender-based violence, women refugees and/ or victims of disasters and internally displaced, women and girls living with disabilities. The program will initiate innovative interventions aiming at protecting them from further discrimination and ensuring their economic and social rehabilitation.
In this regard, CARE Rwanda is organizing a two-day workshop to develop further the two programmatic pillars: Women’s Economic and Climate Justice, and Gender Justice and Right to Health

2.0 Objectives of the workshop
As the overall country strategy has been developed, the objective of this assigment is to support CARE Rwanda team to dive into the design the two programmatic pillars that compose its program startegy. This will achieved through the following specific objectives:
1. Reflect on the new CO program strategy with CARE Rwanda team
2. Guide the work of the team to design each program pillar by completing key sessions including but not limited to i) context analysis, ii) theory of changes, iii) CARE Rwanda’s Track record: Past experience, added value and expertise, iv) Monitoring, Evaluation, Learning and Social Accountability, v) Stakeholders’ mapping.

3.0 The Methodology
A skilled and experienced facilitator is required to lead a workshop which will help CARE Rwanda team to reflect on the new strategy, review the draft content on both pillars and finalize the write up of the two pillars. This is an in-person workshop and will take place from 16th – 28th June 2022 in Kigali (tentative dates to be confirmed depending on the date of signature of the contract).
A maximum of 25 CARE Rwanda staff will participating in the workshop. All required workshop materials will be provided by CARE Rwanda.
The workshop will need to be engaging, interactive and participatory.
4.0 Expected Deliverables
The expected outputs and deliverables of the workshop are:
• Detailed agenda for the workshop including the different approaches used to reach the objective
• Advanced drafts of detailed program pillars as outcomes of the workshop
5. 0 Responsibility of the main facilitator
1. Develop a methodology for the workshop
2. Advise and guide CARE Rwanda team on the workshop plan
3. Support in preparing the tools/templates to be used by the team as part of the preparatory work for the workshop
4. Facilitate the workshop and ensure active participation by participants
5. Lead and facilitate the process to populate developed pillar template
6. Share advanced drafts of detailed program pillars as outcomes of the workshop

5.2 Responsibility of CO/Program team
• Actively participate in the workshop
• Complete the required preparatory work and populate the developed templates
• Provide any other technical or operational support to the facilitator

6.0. Work plan and timelines
This assignment is expected to commence in 16th – 28th June 2022. The assignment will amount to 6 working days.

7.0. Reporting line
This assignment will be supervised by Head of Program Implementation and Management, CARE Rwanda.

8.0. Requirements for the facilitators:
• Have an education background in one of the following areas: gender and development, rural development, economics, business management, development studies and social sciences.
• Demonstrated knowledge and experiences in development sector especially gender, women economic development programmes, sexual and reproductive health and rights and life free from violence (GBV prevention)
• Proven experience in facilitating strategic planning processes with INGOs
• Experience with facilitating program development is strongly desired
• Strong communication skills in English (verbal and written skills),
• Strong command of Kinyarwanda is considered an asset
• Have a good understanding or be familiar with the socio-economic context of Rwanda

9.0 Application process
The proposals should indicate the following:
• A technical proposal, detailing how deliverables will be achieved with a clear time frame; showing evidence of the consultant’s experience in the similar assignments (at least 3 references with contacts or email address of referees); copies of similar assignments (with evidence for good completion of the assignments). VAT registration certificate: RRA tax clearance certificate and RSSB tax clearance must be part of the proposal;
• Financial offer detailing various costs associated with the delivery of all the deliverables mentioned under section 3 above. This must be in PDF format and must be a separate document from the technical;
• Minimum 3 certificates of similar work done in the past
• Company profile; VAT registration certificate; RRA tax clearance certificate; RSSB tax clearance certificate must be part of the proposal
