1. The Government of Rwanda has received a loan financing from the Arab Bank for Economic Development for Africa (BADEA) towards the cost of Construction of Bulk infrastructure works at Kigali Innovation City, Rwanda - Phases 182. It is intended that the proceeds of this loan be applied to cover payments due under the contract for which this invitation to bid is issued.

 2. The Government of Rwanda through Rwanda Development Board now invites registered
companies specialized in this field for Construction of Bulk infrastructure works at Kigali Innovation City, Rwanda - Phases 182. More details on the requirements are provided in the tender document
3. Bidding will be conducted through International Competitive Bidding (ICB) and is open to all eligible bidders as defined in the Bidding Documents

5. The tender document in English may be obtained from E-Procurement system for Rwanda(www.umucyo.gov.w) free of charge. But bids will be submitted in the e-procurement system upon presentation of proof payment of a non-refundable fee of twenty Thousand Rwandan francs (20,000 Rwt) deposited to the account number of Rwanda Revenue authority opened at any commercial bank
6. A pre-bid meeting shall be held on Wednesday, 23 March 2022 from 9:00 AM local time at RDB headquarters, Procurement Office

7. A compulsory site visit will be held on Wednesday 23 March 2022 after the pre-bid meeting,starting from 200 PM local time. Bidders shall meet at RDB Headquarters, Procurement Office in Kigali and each bidder will be responsible for transport and other necessary costs during site visit.
3. Bids must be uploaded in Rwanda e-procurement system www.umucyogov.tw before the dateand time specified in e-procurement system, local time Bids submitted using method other than e-procurement system shall not be allowed. Late bids will not be accepted by the Rwanda e procurement system. Bids will be opened automatically by e-procurement system at the date and time specified in e-procurement system local time.

9. All bids accompanied by one bid security of 500,000,000 RWF and will be submitted online using the E-Procurement system as mentioned above before 6 May 2022 at 10:00 AM Local time (bids submission deadline). Late bids or bids submitted out of the system will not be accepted by the system. Bids will be opened automatically by the E-Procurement system on the same day at 10:30 AM, local time.
10. The bids shall remain valid for a period of 120 days starting from the submission deadline above mentioned.
11. All interested bidders may obtain some complementary information by writing using the E Procurement system not later than twenty-one days before the fixed deadline for the submission of bids
12. The selection of the successful bidder shall put into consideration the categorization manual issued by Rwanda Public Procurement Authority (RPPA) and the list of categorized companies allowed to bid for tenders in related category.
