Request for the Expression of Interest in conducting the socio-economic survey 2025 around Nyungwe National Park

Introduction

Nyungwe National Park (NNP) is managed by Nyungwe Management Company (NMC) since 2020. NMC is a company formed through an agreement between Rwanda Development Board (RDB) and African Parks Network (APN), a conservation NGO working throughout the continent of Africa to sustainably conserve protected areas in partnership with Governments and/or communities. The agreement stands for 20 years, with the prerogative to fully manage all aspects of management within Nyungwe National Park inclusive of tourism as well as the close collaboration and engagement with the surrounding communities and stakeholders.

Scope of assignment

NMC aims to build a local conservation-led economy around Nyungwe so that conservation as a land-use choice is supported by the people who live in and around the park. The strategy NMC has outlined to achieve this is called the 3E+ Community Engagement Strategy, which is adopted in the management of all parks managed by African Parks (the four main pillars of the strategy are Education, Engagement, Economy, and Partnerships with strategic stakeholders). A socio-economic survey is regarded as one of the most important sources of statistical data on household expenditure and income as well as other data on the status of housing, individual and household characteristics and living conditions. This survey will help the park management to better understand different social-economic transformation dynamics for the communities living around Nyungwe National Park.  Nyungwe Management Company is seeking qualified consultants to conduct a community socio-economic survey around Nyungwe National Park (within the 23 sectors the park is located).

Communities

1. Household Structures (e.g. age, gender of head of house hold,      

    household size, marital status, etc.)

2. Property and Assets

3. Housing and livening conditions (type of house,etc)3. Crops and Cooking energy,

4. Land ownership, size of plot, crops farmed (subsistence vs cash

   crops), irrigation vs rain-fed

5. Education: literacy, school attendance (girls and boys)

6. Access to water and sanitation

7. Energy sources: cooking (firewood, gas, charcoal, electricity,

   solar, etc.); lighting (firewood, electricity, solar,…)

8. Employment,

9. Services: access to healthcare (access to health insurance,

   distance to nearest healthcare facility, etc.), telecommunication,

   etc.

10. Gender & People with disabilities inclusion/ consideration in

    decision making

11.  Level of stunting and Teen pregnancy

12. Food Security Scores (Level of food availability, bushmeat  

     consumption, household dietary diversity)

13. Security: Perception of security

The Local Economy and Income-Generation

1. Household income

2. Revenue Generating Activities

3. Access to markets

4. Access and use of financial services

Relationship Between the Local Community

and Protected Areas

1. Human wildlife conflicts and illegal activities

Submission of documents expressing interest:

  • Rwandan companies/ individuals are eligible to apply for this assignment;
  • The administrative and technical documents required are the following:
  • Cover letter expressing interest in this assignment;
  • Technical Proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology describing the approach to be used from the start to the completion of the assignment;

CVs (not exceeding 4 pages each) of the company members who will conduct the survey with:

  • Minimum bachelor degree in statistics, data science, anthropology, environmental economics, and other relevant specialization
  • Proven expertise (at least 5 years) in research related to communities living around protected areas
  • Having conducted research in community around Nyungwe National Park is an added advantage
  • Company registration certificate (RDB)
  • Proof of successful completion of three (3) research conducted
  • Proposed timeline (specify time needed to complete all deliverables)
  • Company profile
  • Financial proposal for assignment to be carried out.

Required documents will be send by email to protaisn@africanparks.org  by 17h00 on 10th April 2025.

Note that the missing of required document and providing the false information by the consulting firm will   lead to the disqualification of the Consultant.

After the evaluation of proposals,  NMC will invite successful consultant(s) for contract negotiation.
