JOB DETAILS:
1. Introduction
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has been working in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, and Energy.

2. Services / Tasks expected from the company
• Producing a minimum of 5 videos and a maximum of 16 videos of approximately 10 minutes (high-resolution and web-version combining both A-roll and B-roll footages)
• Developing 300 photos in high-resolution 300ppi of the project and its activities, partners, and beneficiaries.
• In close coordination with the team leader of the project, s/he will develop the overall concept and scenario of the videos, outline a storyboard and shoot the videos on site (field), and/or provide event coverage.
• The video concept and final output MUST have both the A-roll and B-roll footages.
• Perform the overall filming process through interviews and/or event coverage.
• Provide the video materials including editing, B-roll footages, voiceover, sub-titles (English and/or Kinyarwanda), scriptwriting, etc.
• Present the draft videos to GIZ/Hanga Ahazaza for review and validation.
• Produce the final videos and a promotional trailer in high resolution as well as web-version for website upload.
• The project is responsible for all data processing. The consultant(s) will film the videos/photos in compliance with the data protection instructions from the project, as per the GIZ and Mastercard Foundation’s global communication requirements. Prior to the video/photo shoot, the project is responsible for receiving the consent using the GIZ templates (with GIZ logo), which fulfill the requirements of the General Data protection regulation (GDPR). However, should it be required then the consultant(s) will processes data on behalf of the GIZ/Hanga Ahazaza project and obtain the consents on-site for the project.
• GIZ/Hanga Ahazaza holds full copyrights to all the photos and video footages acquired during the shoot and the final products.
• Steering and cooperation:
The consultant(s) will coordinate with the team leader/project manager of the GIZ/Hanga Ahazaza project and will report to him

3. Agreement on data processing and management on behalf of the client
Personal data will be processed on behalf of the client. Therefore, an agreement on “Outsourcing of data processing (AUV)” will be concluded with the contractor in accordance with Art. 28 GDPR. For this purpose, the technical and organisational measures (TOM) for compliance with the data protection requirements must be outlined prior to conclusion of the contract. If the contractor has already been audited by GIZ in the past, an update in accordance with GDPR must nevertheless be sent. After a positive check, the contract is concluded with the AUV attachment. .

4. Events and key activities to be covered by the consultant(s)
The following list of key event/activities is to be covered, but is not limited to, by the company and is subject to change depending on the communication strategy and plan.
• Testimonial videos;
• Programme component videos;
• Infographic videos on lessons learnt;
• Photographs of the project activities, partners, and beneficiaries.

5. Deliverables, and workload
The following schedule summarizes the deliverables.
The following deliverables are expected:
• Shooting of the video materials on field and/or on-site and during events.
• Minimum of 5 videos and maximum of 16 videos (high-resolution and web-version combining both A-roll and B-roll footages) of approximately 10 minutes each along with a trailer is edited and produced, approved and final version submitted to GIZ/Hanga Ahazaza, with subtitles.
• The video footages, video stories, text, B-roll, etc. must be provided to GIZ/Hanga Ahazaza in electronic format and in various versions for future use.
• A total of 300 photos comprising of project activities, partners, and beneficiaries
• All/any data processed data on behalf of the GIZ/Hanga Ahazaza project.
• GIZ/Hanga Ahazaza holds all copyrights of the video/photo recordings from the onset of the assignment.
• The contractor must make the changes and or comments requested by the key experts on the deliverables.
• The company reports regularly to the team leader on the progress of his/her interventions. All videos and photos developed or collected during the contract period will be submitted to the GIZ/Hanga Ahazaza.
• However, the scope of work and workload, and calendar could be subject to change and/or cancelation and depends on external factors. Hence, in this context the project is looking to engage a suitable company to mitigate the risk of unavailability.
• In case of cancellation of planned activities, the project team will do their best to reorganize and develop a plan to reallocate the numbers of deliverables accordingly. The company will only invoice the number of deliverables effectively conducted and approved based on a time sheet.
• The consultant(s) reports regularly to the team leader on the progress of his/her intervention using time sheets. All documents and materials developed or collected during the mission will be given to the key expert.
Only approved deliverables and time sheet signed by the team leader may be billed. The deliverables must be submitted electronically to the team leader, within the deadlines and as per the GIZ /Hanga Ahazaza quality standard

6. Timeframe and location of intervention
• The timeframe required for the realization of the services is April – December 2021 with up to 160 expert days. For each assignment, the number and quality of deliverables MUST be agreed with the team leader prior to the video/photo shoot.
• The mission will take place in Kigali as well as the working provinces/districts of the project outside Kigali but within Rwanda and will be terminated after receipt and validation of the deliverables by the team leader.
For assignments outside Kigali, all expenses will be covered by GIZ Hanga Ahazaza. These expenses include transportation, accommodation, and meals via allowances per GIZ rates or as provided by third parties commissioned by GIZ

7. Spoken language of the intervention
The language of the mission is English. All reports and deliverables must be submitted in English. However, the consultant(s) must have good knowledge of Kinyarwanda in order to be able to translate interviews and place subtitles.

8. Responsibilities
The team leader is responsible for managing the entire contract

9. Qualification of the expert
• For the assignment, the following characteristics and competencies of the videographer(s) are essential:
• Advanced degree in video production, communications, and journalism;
• A minimum of five years work experience in video production, photography, and communication at the national and international level with excellent knowledge of camera shooting techniques as well as editing and script writing skills;
• Proven experience in producing videos for both development work related documentaries as well as marketing videos with the aim of reaching international and local audiences;
• Knowledge of specialized video editing/production software, office and adobe applications, and interactive digital media;
• Excellent interpersonal communication skills;
Fluency in English and Kinyarwanda with excellent writing skills

10. Submission of EoI
• The EoI should contain the following:
• For Technical Proposal:
• A Technical Proposal with a brief description of why your Company would be considered as the most suitable for the assignment, relevant expertise, and a detailed, clear methodology, on how will be your approach to complete the assignment.
• The company must ensure to submit previous videography works in a flash disk or CD. Also, they must include the links of their portfolio on previous photography work in the proposal.
• The CVs of the experts and must not exceed 4 pages.
• Company registration certificate
• VAT registration certificate
