CONSULTANCY OPPORTUNITY: TERMS OF REFERENCE FOR MONITORING AND EVALUATION CONSULTANCY (M&E CONSULTANT)

  1. Background

IntraHealth International, through the MOMENTUM Safe Surgery in Family Planning and Obstetrics (MOMENTUM) project, supported by the U.S. Agency for International Development (USAID) seeks to engage a company/service provider registered in Rwanda, for the provision of monitoring and evaluation (M&E) service.  The MOMENTUM project aims to strengthen surgical safety within maternal health (MH) and family planning (FP) programs by promoting evidence-based approaches and testing innovations. The overall MOMENTUM vision is to reduce maternal and newborn mortality and morbidity and improve the utilization of voluntary FP by addressing entrenched obstacles that undermine access to and use of safe surgery for MH/FP care through both proven strategies and innovative approaches. MOMENTUM seeks to achieve transformative, sustained impacts in the availability, quality, and use of priority interventions, specifically: surgical obstetric care, including safe and indicated cesarean delivery (CD), peripartum hysterectomy, obstetric and iatrogenic fistula prevention and treatment, and long-acting reversible contraceptives (LARCs) and permanent methods (PMs).

  1. Summary Role

The M&E Consultant will bring advanced expertise and support to the MOMENTUM project’s monitoring and evaluation of interventions. The primary role is to measure progress toward achieving program objectives. This includes tracking changes in program performance over time and evaluating the extent to which the program has successfully met its expected objectives. In essence, the M&E Consultant plays a pivotal role in providing data-driven insights that inform program decision-making and contribute to the overall success of MOMENTUM's mission to enhance surgical safety, reduce maternal and newborn mortality, and improve family planning services.

  1. Essential functions:
  • Coordinate the implementation of program evaluations/assessments such as quarterly, and final evaluations.
  • Contribute to the development of work plans, quarterly and annual programmatic reports, financial reports, and any other deliverables required by the prime, donor, Ministry of Health (MOH), and Rwanda Governance Board (RGB).
  • Conduct advanced data analysis to track program performance over time, identify trends, and assess the contribution of program interventions on outcomes.
  • Evaluate the extent to which program objectives have been met and assess the causal relationship between program interventions and changes in outcomes.
  • Utilize data to inform program adaptation. Work closely with the technical team to identify areas where interventions can be adjusted or improved based on the evidence generated through monitoring and evaluation.
  • Prepare reports and presentations that communicate program progress, findings, and recommendations to the technical team, prime, donor, MOH, Rwanda Biomedical Centre (RBC), and other stakeholders.
  • Work with the technical team to prepare quarterly and annual reports to the Rwanda Governance Board (RGB - INGO) and
  • Work with the technical team to report in the Health Resource Tracking Tools (HRTT).
  • Collaborate with the USAID-MOMENTUM team leader to communicate evaluation and study findings to key stakeholders. 
  1. Qualification & Experience Requirements 

Essential

  • A master's degree in public health, epidemiology, and statistics.
  • A minimum of 5 years of experience in monitoring and evaluation of USAID's funded projects, government, and health sector institutions implementing reproductive, maternal, newborn, and child health (RMNCH) programs in Rwanda.
  • Experience in designing and managing M&E plans.
  • Proven ability to gather and analyze data and to prepare concise and well-written reports/presentations for different audiences – technical, management, and other stakeholders.
  • Experience in designing systems for collecting, cleaning, analyzing, and reporting data.
  • Experience with DHIS-2, data visualization tools, techniques, and methods preferred.
  • Proficiency in statistical analysis and good knowledge of at least one statistical package (e.g., SPSS, R, Stata, SAS).
  • A solid understanding of Rwanda's decentralized health system and the coordination of health activities at the district level
  • Advanced computer skills in Word, Excel, PowerPoint, and Outlook.
  • Proven experience working with MOH, RBC, and facility-level M&E teams.

  • Ability to work with flexibility and good time management. 
  1. Anticipated timeline:

The consultant is needed to perform multiple tasks at different times, during a period of 8 months under a framework contract. For each task, the consultant will receive in writing the type of work, the expected results, the time limit (number of days) to complete the task and the deliverables to be produced. The estimated number of days for the consultancy is 60 days. 

  1. Supervision and reporting

The consultant will work closely with USAID MOMENTUM, MOH, and RBC technical teams under the direct supervision of the MOMENTUM Operation Research Advisor.

  1. Evaluation Criteria

Applications will be assessed based on financial reasonableness and technical considerations. The maximum scores for technical and financial aspects will be 70% and 30%, respectively. 

Technical evaluation criteria/ 70 marks

A master's degree in public health, epidemiology/biostatistics (20 pts)

  • Proven experience in working in monitoring and evaluation of USAID's funded projects and government and health sector institutions implementing RMNCH programs.
  • Proven experience working with MOH, RBC, and facility-level M&E teams. (15 pts)

Excellent writing and communication skills in English (10pts)

3 certificates of successful completion of similar work (15 pts)

Proven experience with DHIS-2, data visualization tools/ proficiency in statistical analysis, (10 pts)
