Since 2013, our 80+ staff has served nearly 1,000 students to date across two campuses in Rwanda – our flagship campus in Kigali, as well as a second campus in the Kiziba refugee camp in Western Rwanda, where we serve refugee learners. Over 90% of our graduates are employed by six months after their graduation.

Kepler also served 4000+ learners through our bridging and upskilling programs in Rwanda and Ethiopia, and we plan to expand operations in several countries in Africa starting 2023. Core to mission is offering pathways to self-reliance for vulnerable and refugee learners.

Background

Kepler is seeking the services of an Infrastructure Expert Consultant to support Kepler leadership in making informed infrastructure and real-estate decisions. Kepler’s Board has approved a 10-year masterplan over four phases. The Infrastructure Expert will provide specialized knowledge and guidance on developing sustainable infrastructure solution(s) that meet current and future campus needs including income-generating facilities and projects within the campus premises. The expert will play a pivotal role devising sustainable infrastructure solutions for Phase 1 of the Kepler Masterplan that align with the institution's mission and goals.

Scope of Service:

The Infrastructure Expert Consultant will be responsible for the following:

  • Engage with stakeholders, including developers to gather insights and perspectives
  • Conduct an objective thorough analysis of construction projects and affordable housing models proposed by different developers for Phase 1 to advise accordingly
  • Evaluate the economic and environmental sustainability of proposed projects and advise on environmentally friendly practices
  • Analyze the financial feasibility of each proposed project, including initial investment, operational costs, and revenue potential
  • Identify potential challenges and risks associated with implementing each construction or housing model
  • Assess the adaptability of each model to Kepler’s mission and operating economic conditions
  • Ensure that the proposed projects adhere to relevant safety standards, and regulations
  • Recommend a shortlist of the most promising affordable and sustainable models that align with Kepler's needs and priorities
  • Provide information and numbers for the preparation of fundraising and partnership documents 

Deliverables

  • A memo summarizing a recommendation of the most promising affordable housing models that align with Kepler's needs and priorities
  • Deliverables set with Kepler over duration of contract

Duration: The duration of the services is six (6) months with possibility of renewal upon the mutual agreement between the parties.

Qualifications and experience required  

  • Bachelor’s Degree in civil engineering, construction management, urban planning, architecture, environmental engineering, real-estate or a related discipline. Experience in-lieu of a degree may be considered.
  • Master’s Degree in Civil Engineering, construction management, urban planning, infrastructure management, sustainable development, or infrastructure finance is an added advantage
  • Professional Certifications from recognized organizations in project management, infrastructure planning, real estate or sustainable infrastructure are added advantage
  • Significant experience (5 years +) in consulting on complex construction projects, especially appraising the construction projects
  • Extensive experience in appraising, managing and consulting on complex construction projects
  • Extensive experience in infrastructure planning and development, preferably with a focus on income-generating projects and/or affordable housing
  • Strong knowledge of financial analysis, feasibility studies, and Return on Investment (ROI) assessments
  • Familiarity with sustainable infrastructure practices and environmentally friendly technologies
  • Previous experience in working with educational institutions or campus development projects is an asset
  • Experience in supervision of construction works
  • Demonstrated experience an in-depth understanding of government and city requirements for higher education infrastructure
  • Detailed knowledge of existing technology and best practice in the field of engineering
  • Proven experience in Total Quality Management (TQM) is an added advantage

  1. A notarized copy of degree(s)/certifications in civil engineering, construction management, urban planning, architecture, environmental engineering, real estate or a related discipline.
  2. Detailed CV in no more than 3 pages including education
  3. Quotation indicating hourly rate to charge for this service
  4. Detailed portfolio with clear indication of level of consultant responsibility in appraising infrastructure/construction projects. This should be no more than 10 pages.
  5. At least two (2) references from previous clients where Consultant had similar responsibilities

Evaluation and Selection: 

Kepler's selection committee will evaluate the proposals based on the expert's qualifications, experience, compliance with application requirements, and quotation for the service. The selected Infrastructure Expert will be notified promptly.
