BackgroundCOTRAF RWANDA (Congrès du Travail et de la Fraternité des Travailleurs au Rwanda) in Partnership with the Friedrich Ebert Stiftung (FES) is implementing an EU funded 3 yeas project to foster social protection, social dialogue, minimum wages, and the respect of national and international labour norms in Rwanda. The project will target three sectors: Mining, tea and Education. These sectors are simultaneously facing enormous challenges in terms of gender mainstreaming, occupational safety and low income.
Those three sectors are important for the Rwandan economy and reflect the needs of local and national solutions because the social dialogue on enterprise levels is often not well developed neither in the tea nor mining.
For many years ,COTRAF-RWANDA and its member Trade Unions, haves been working in an analogue manner. However, to ensure accessibility to all materials related to the work of COTRAF-RWANDA and its Member Trade unions and to promote interaction and collaboration among key users a website is key. Thus COTRAF-RWANDA is inviting proposals from reputable and qualified individuals with a track record of success in designing and producing digital solutions to develop a new COTRAF-RWANDA website. The website will provide a new look while displaying the content in a more organized, attractive and user-friendly manner.
-The functionalities will include but not be limited to a data portal, documents and statistical publication , feed links; webmail, social sharing features and media ( including Twitter , Facebook, Instagram etc); multiple page styles and custom post types; language options feature in resources and guidance templates; type of publication/guidance, type of resource, info center (events, tenders, upcoming events ,country story and issue) interactive map; signup for latest news about us (mission and vision, structure, objectives, partners, membership, testimonies) , link the site with other platforms such as yammer etc.

• Support and maintenance: Administrative and technical support, quality control for a period of 6 months (2 days per month). Source code handover: Full source code including all developed libraries shall be handed over to COTRAF-RWANDA
Reporting:Closely with the technical team from COTRAF-RWANDA, the Consultant will report the result of the website and will train other staff or project team on the website use.
Time Schedule The assignment design shall be completed within a maximum of 30 WD days from date of commencement. The consultant will provide a detailed time schedule for the task and presentation of the outputs. The schedule will be agreed upon by two parties (Consultant & COTRAF-RWANDA).
Qualifications: • Expert knowledge in technical website designing
• Knowledge on website content preparing
• Ability to design a website for COTRAF-RWANDA and its member Trade Unions
• Experience in supporting websites users in distance.
Worked on projects and explain the approach took from start to finish.
Required Skills And Experience.• Advanced university level in IT Networking, or website designer.
• Familiar with working with APIs functions and how to integrate it
• Strong working as both backed and front-end programmer with SQL skills.
• Experience of 3 years as Programmer.
