Assignment Technical assessment and review of the rain-water harvesting and storage technologies used by Trocaire and partners in 6 Districts in Rwanda (Rulindo, Gakenke, Nyagatare, Nyanza, Nyamagabe and Nyaruguru districts).
NB: Both national and regional/international qualified consultants/companies are invited to express their interest.

Background
Trócaire is the official overseas development agency of the Catholic Church in Ireland, established in 1973 and currently has presence in more than 17 countries in Latin America, Asia and Africa including Rwanda. Trócaire has been operating in Rwanda since 1994 and is currently implementing a 5-year Strategic plan from 2021-2025 focused on the following programme pillars: Resource Rights, Women’s Empowerment, Preparing and Responding to Emergencies, and the provision of tailored and high quality capacity strengthening support to local and national actors in Rwanda. Trócaire does not implement programmes directly. Instead, the organization works in partnership with local civil society and Catholic organisations in 7 districts in Rwanda.
Trócaire Rwanda is inviting qualified, reputable Individuals or consulting firms to submit expressions of interest to provide technical services to conduct an assessment of the rainwater harvesting and storage tanks provided to target communities in 6 districts in Rwanda. The expressions of interest documentation should reflect the following title: “Assessment of rain-water harvesting and storage tanks”

With the support from Trócaire, 5 local NGOs are engaged in rainwater harvesting and storage tanks construction for agricultural production since 2014. From different technologies tested, the semi-underground tank which is made of sheeting and other local material was recommended for large dissemination due to its low cost and replicability facilities.
Trocaire would like to carry out an external review/technical assessment on the rainwater harvesting technologies used, with the aim to not only assess the current state of rainwater harvesting systems installed, but also to guide Trocaire in the way forward.
Over the years, tanks have been installed across 6 Districts in Rwanda (Gakenke, Rulindo, Nyagatare, Nyanza, Nyamagabe and Nyaruguru) and the assessment/technical review would therefore include site visits to the districts and to the various communities who benefited from the systems.

Confidentiality
Trócaire will treat the content of all submissions as strictly confidential, and information provided in the proposals will be used solely for the purpose of developing a supplier list as described in this document.

Purpose and scope of the assignment
The purpose of this Request for Expression of Interest is to solicit the services of a technical (WASH) consultancy firm (or consultant) to assess and provide the following.
1. To carry out an in-depth technical review of the rainwater harvesting technologies used and their performance in the period 2016-2019 [NB: low-cost technologies were used in this period including semi-underground water tanks, bamboo tanks and water ponds].
2. Provide forward looking recommendations, under which the quality of rainwater harvesting technology and installation done in the period 2020-2021 will be reviewed [NB: polyethylene water tanks were used with low-cost installation mechanisms]. The assessment should provide a clear picture of quality and performance and recommendations for future rain water harvesting interventions
3. To provide a detailed report in English stipulating:
• The Technical review outcomes carried out under A.
• Assessment outcomes carried out under B with detailed and practical recommendations for Trocaire for its rainwater harvesting programming going forward.
The consultant is expected to provide a proposed timeline with field visits, desk study and report writing. The assignment is expected to commence towards end June/ early July and should be finalized and with a final approved product preferably before July 31st 2022.

Documentation required for EOI
Individual Consultants/Consulting companies submitting EOIs should submit the following:
• Technical bid showing a clear understanding of the scope of assignment and examples of similar assignments done before or experience in designing and managing WASH projects;
• Financial bid with a clear breakdown of costs and rate per day in RWF (including taxes or including withholding tax in case of individual consultant);
• Payment terms and pricing structure;
• Proposed timeline;
• Company registration, VAT Registration and Tax Clearance Certificate where applicable;
• Contact details of 3 references;

Expertise required and Qualification:
Interested registered Individual or Consulting firms should demonstrate relevant experience in the following areas:
• WASH, including design, construction, installation and management of water facilities;
• Ability to work in English and Kinyarwanda (translation services where required to be included in the financial proposal);
• Experience in data collection and analysis;
• Ability to produce high quality reports in English

General Terms and Conditions
Trócaire Rwanda reserves the right to reject any and all Expressions of Interest not fulfilling the requirements associated with this request. Trócaire Rwanda will in no case be responsible or liable for any and all costs associated with the preparation and submission of Expressions of Interest.
• Trócaire does not bind itself to accept the lowest priced tender;
• Trócaire reserves the right to engage other companies / individual consultants if required;

Trócaire shall be free to:
• To accept the whole, or part only, of any EOI;
• To accept none of the EOIs tendered;
• To republish this Request for EOIs;
• In the event of not accepting any of the EOIs received on foot of this Request for EOI, Trócaire shall be free to make such arrangements as it considers necessary in relation to the provision of the services;
• The EOI shall maintain strict confidentiality in relation to the services being sought and the evaluation process;
• Any subsequent contract shall be considered as a contract made in Rwanda, according to Rwanda law; and
• The Standard Terms and Conditions to which Trócaire expects all of its supplier to respect is found on the Trócaire website - https://www.trocaire.org/about/work-with-trocaire/supply-chain.

Conflict of interest.
Any conflict of interest involving an applicant must be fully disclosed to Trócaire. Failure to disclose a conflict may disqualify an applicant or invalidate an award of the contract. Applicants are required to declare any current or past work which might reasonably be considered to represent a conflict of interest. It will be for Trócaire to decide if any material conflict of interest exists and applicants in doubt in this regard should seek the advice of Trócaire.

Intellectual property
Any concepts, guidelines or other material developed during the contract will be considered as property of Trócaire and may be used by Trócaire.

Termination of Contract
Trócaire reserves the right to terminate the contract at any stage on payment of reasonable and agreed costs accrued to the date of termination.
If at any stage during the contract, the services delivered by the consultant is found to be unsatisfactory, the contract may be terminated by Trócaire. In the event of such a termination, the consultant will only be entitled to receive payment in relation to the acceptable services rendered at that time.
