The Rwanda Ministry of Education has partnered with the Agence Française de Development (AFD). Currently, AFD supports vocational training by financing a higher vocational training institution and Technical and Vocational Educational Training (TVET) with a focus on the labour market integration of professionals with the AFTER I project that is at the end of its lifecycle and is succeeding by the AFTER II project that is currently in its inception phase. These TORs are to be implemented under the AFTER II project.

II. Overview of AFTER I and AFTER II

In 2020, the Government of Rwanda and AFD signed a Grant Financing Agreement (GFA) to implement the AFTER I project. The Project supports young people's training and professional integration in Rulindo district, targeting IPRC Tumba and 4 TVET Schools (APEKI, Bushoki, Kinihira and Buyoga TVET Schools). The Project started in August 2020 and will last until December 2024.

The Project consisted of 3 components: Component 1: Reinforcement of the training offer in IPRC Tumba and TVET School around the IPRC, Component 2: Reinforcement and development of schemes to foster professional integration and entrepreneurship in the district and Component 3: Technical assistance to the project management and support to the various actors involved in the territorial scheme. Rwanda Polytechnic (RP) is designated as the final beneficiary of the GFA, and is in charge of implementing components 1 and 2 of the Project. Rwanda TVET Board (RTB), established in October 2020, is involved at a technical level in all TVET school activities. Expertise France (EF), the French technical cooperation public agency, has been appointed by AFD to provide technical assistance to support all the stakeholders in implementing the Project.

2.2 Appui à la Formation Technique et l’Emploi au Rwanda (AFTER II Project)

Following the success of this first phase, on 8th March 2023, MINECOFIN and AFD signed 5 years grant/loan agreements to implement Appui à la Formation Technique et l'Emploi au Rwanda (AFTER II Project). The Project aims to improve teaching and learning conditions in TVET to provide youth with quality training adapted to the current demands of the labour market, building on lessons learned and previous experiences. The RP beneficiary sites are IPRC Karongi and IPRC Kitabi. AFTER II will enable the beneficiary IPRCs to increase their intake capacity and provide better living and study conditions at the campus through the construction and equipping of classrooms, laboratories and workshops, dormitories, canteens, infirmary, recreational areas, early-childhood development centre, and sports facilities.

On the side of RTB, the beneficiary sites are Muhororo and Cyanika TVET Schools located in the Karongi and Nyamagabe districts. AFTER II Project will support several new buildings/infrastructure to improve learners' learning environment and well-being. The Project will further improve training offers in targeted Technical Secondary Schools (Cyanika & Muhororo TSS) to ensure the efficient delivery of TVET programs and make them more attractive.

AFTER II project consists of 4 main components and 2 cross-cutting components, as indicated below;

  • Component 1: The IPRC Kitabi and Karongi campuses are expanded, modernised and environmentally friendly;
  • Component 2: The training offered in the IPRC Kitabi and Karongi is strengthened and more attractive;
  • Component 3: The link between TVET providers and the private sector is strengthened, and employment and entrepreneurship support mechanisms are more efficient;
  • Component 4: The quality and leadership of RP and RTB is reinforced;
  • Cross-cutting component 5: The TVET programs are more gender-responsive and inclusive and specifically address dropouts of general education;
  • Cross-cutting component 6: Greening TVET – TVET programs provide youth with green skills and competencies for sustainable economic growth;

III. JUSTIFICATION FOR THE POSITION

The general mission of the Ministry of Education is to transform the Rwandan citizen into skilled human capital for the country's socio-economic development by ensuring equitable access to quality education, focusing on combating illiteracy, promoting science and technology, critical thinking, and positive values.

As such, the TVET programs should be more gender-responsive and inclusive and specifically address dropouts of general education.

Therefore, this consultancy is designed to support the overall program with expertise that embraces gender and social inclusion, following the principle nobody is left behind. The GESI expert will ensure that all project components will be gender-responsive, as well as  marginalised and vulnerable groups will have unlimited access to TVET education/

IV. OBJECTIVES OF THE POSITION

  • Develop a comprehensive GESI plan.
  • Collect bases line GESI in supported IPRCs and TVET schools
  • Develop together with the Management of TVET schools and IPRCs comprehensive gender plans and implementation handbooks (4)
  • Coordinate and supervise the implementation of the GESI plan together with the project team
  • Responsible for advice and supporting RP and RTB to ensure the following result areas are achieved:
  • Support mainstreaming of gender through all training programs
  • Support implementation of affirmative action;
  • Gender-mainstreaming in information and knowledge management, public relations and communication activities of RP and RTB
  • Support implementation of gender-responsive monitoring, evaluation and reporting system
  • Support gender-responsive organisational culture and workplace system;
  • Develop need-based and tailor-made capacity development programs (training, mentoring, coaching) to capacitate the staff of IPRCs and TVET Schools at different levels to mainstream gender and social inclusion in all activities;
  • Advise on procurement of equipment and consult with the architect for the new buildings
  • Provide technical support and guidance for SPIU staff responsible for monitoring, evaluation and reporting to ensure integration of gender-responsive M&E indicators, gender-disaggregated data, and gender-responsive reporting.
  • Additional activities may be upon request. 

V. Modus Operandi

  • The contract will be for a consulting position with a maximum of 220 man-days to be delivered by the end of 2025. The Project will request the winning company/individual to deliver services/missions upon request. Specific TORs (e.g., training, handbooks, presentations, etc.) will be provided for this service.
  • The contract can be extended upon satisfactory performance of the consultant
  • The contract type will be a framework contract.
  • The requested unit is a price per man-day, including all taxes and social security obligations.
  • Expenses for travelling will be reimbursed according to project procedures

VI. MINIMUM DESIRED PROFILE OF THE CONSULTANT FIRM

  • Provided experts should have a Master's Degree in Education, Gender studies, Social Sciences, Business Administration, or another relevant field;
  • Very good knowledge of GESI policies is required and should be proven ideally by diplomas or certificates of attending such training.
  • A solid professional background of at least 7 years in a senior position relevant to the assignment is required.
  • Working experience with at least one Donor-funded Project for over a year.
  • Capable to develop and deliver an interactive presentation
  • Capable of developing deliverables under minimum supervision
  • Willingness to perform services in remote areas of Rwanda
  • Full proficiency in MS Office suite
  • Strong communication skills;
  • English proficiency (spoken and written);
  • French and Kinyarwanda will be an added asset.
