1. Profile of DUHAMIC-ADRI

DUHAMIC -ADRI is a Kinyarwanda acronym that stands for Duharanira Amajyambere y’Icyaro.Translating to ‘’ we strive for the development of the rural community ‘’in English. It is a non-profit organization located in Kigali, the capital city of Rwanda, within the kicukiro district, Niboye sector.it was established in 1979 by a group of Rwandans who identified the crucial need for rural development in the country.

DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan law and legally recognized by the Ministerial Order No. 943 of July 12, 1985. Its statutes were amended and accepted by the Ministerial OrderNo.025/11of21th March 2005. With the vision to have « A rural world responsible for its self-socio-economic development », DUHAMIC-ADRI has a mission of « Supporting integrated development through the initiatives of the rural population in their struggle for self-development». DUHAMIC-ADRI’s interventions reaches 27 districts of Rwanda as follow: Kicukiro, Nyarugenge, Burera, Gakenke, Gicumbi, Musanze, Rulindo in Northern Province; Gisagara; Huye; Kamonyi; Muhanga; Nyamagabe; Nyanza; Nyaruguru and Ruhango in South Province; Nyabihu; Nyamasheke; Rubavu; Rusizi and Rutsiro of Western Province and then Gatsibo; Kayonza; Kirehe; Ngoma; Nyagatare and Rwamagana of Eeastern Province.

2. Background Information

The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities. 

Following an independent evaluation in 2021 of the Climate Justice Fund’s work, drawing on experiences of communities in Malawi, Zambia and Rwanda who have implemented or are supported by the Fund and stakeholder feedback on the Climate Justice Fund, the Scottish Government set a future approach for action on climate justice and prioritized targeting the funding to the people most vulnerable to climate change in the communities– particularly women and youth – and ensuring their participation is at the centre of the Fund’s work which will be achieved through delivering against distinct pillars of climate justice. In March 2022, in line with this revised approach, the Scottish Government relaunched the CJF and a Supplier Event to provide details of this opportunity and answer questions on the programme specification, procurement and tendering process was held. In May 2022, the Scottish Government advertised a competitive, open tender procedure for the Provision of Climate Just Communities in Malawi, Zambia and Rwanda but the invitation to tender was published on 7 September 2022.

In response to this invitation to tender, a consortium made of Trōcaire, the Scottish Catholic International Aid Fund (SCIAF) and Christian Blind Mission (CBM) UK was constituted, with local partners including Rwanda Climate Change and Development Network (RCCDN), its member’s organizations (DUHAMIC-ADRI, DUTERIMBERE NGO, Rwanda Development Organisation/RDO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR). This Consortium submitted a tender on 18 November 2022 and on 11 July 2023, the Scottish Government awarded the CJC contract to the Consortium. The contract entered into force on 1 August 2023 and will run until March 2025, with the option to extend up until March 2026.

The purpose of the 3-year Scottish Government funded CJC Programme is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.

The Programme will be implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUHAMIC-ADRI, DUTERIMBERE NGO, Rwanda Development Organisation/RDO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR). 

3. ACTIVITY DESCRIPTION

CJC program is initiating a project of Conducting public awareness within the community network on the importance of using improved cook stoves and how it helps to reduce barriers that hinder women from participating in community activities in Gisagara and Ngororero District. This project aims to increase public awareness within the community about the importance of using improved cook stoves. Improved cook stoves (ICS) offer significant benefits including reduced fuel consumption, lower emissions, and improved health outcomes. Additionally, they can play a critical role in reducing barriers that hinder women's participation in community activities by saving time and reducing health risks associated with traditional cooking methods in both Gisagara and Ngororero District. The project will utilise a dual communication approach, one will be the Voice Message by Disseminating a pre-recorded voice message detailing the benefits of improved cook stoves and their impact on women's participation in community activities then send it to the phone numbers to understand the Message, the second will be by sending an SMS messages containing the same information to reinforce the voice message content.

The message will be the following: “Using improved cook stoves saves time and reduces smoke, making cooking healthier and easier. This helps women participate more in community activities and improve their quality of life. Let's switch to improved cook stoves for a healthier, more active community!

4. OBJECTIVES OF CONDUCTING PUBLIC AWARENESS ON IMPROVED COOK STOVES

  • Inform the Community: Educate community members about the existence and benefits of improved cook stoves, including their efficiency, cost-effectiveness, and health benefits.
  • To highlight the role of improved cook stoves: this will be done to help the community to understand the importance of using Improved cooking stoves in reducing time and health burdens on women, thereby enabling greater participation in community activities to promote gender equality and empowerment through the adoption of improved cooking technologies.
  • Health Benefits: Raise awareness about the health advantages of improved cook stoves, such as reduced indoor air pollution and decreased respiratory issues.
  • Reduce Deforestation: Highlight the role of improved cook stoves in conserving forests by using less fuel wood.
  • Lower Emissions: Emphasize the reduction in greenhouse gas emissions and air pollutants due to the higher efficiency of improved cook stoves.
  • Cost Savings: Inform households about the long-term financial savings due to lower fuel consumption and reduced healthcare costs.
  • Income Generation: Promote the potential for economic benefits through the production, distribution, and maintenance of improved cook stoves, creating job opportunities within the community.
  • Community Engagement: Foster community involvement and ownership of sustainable cooking practices through participatory approaches.
  • Behavior Change: Encourage behavioral changes towards adopting and consistently using improved cook stoves for better community health and sustainability.

5. EXPECTED OUTCOMES:

  • Increased awareness and understanding of the benefits of improved cook stoves among 7000 community members.
  • Reduction in barriers preventing women from participating in community activities due to the adoption of improved cook stoves.
  • Enhanced engagement and positive response from the community through effective messaging.
  • Enhanced knowledge about how improved cook stoves can reduce the burden on women, leading to increased participation in community activities.
  • Greater adoption of improved cook stoves within the community, contributing to better health and environmental outcomes

6. SERVICE PROVIDER’S QUALIFICATIONS:

  • Proven experience in managing and executing bulk SMS and voice messaging campaigns.
  • Familiarity with the latest technologies and platforms for bulk and voice messaging.
  • Ability to customize and personalize messages for targeted demographics within the community.
  • Adequate infrastructure to handle large volumes of messages simultaneously without delays.
  • Robust systems in place to track and report message delivery and engagement metrics.
  • Compliance with local and national regulations regarding bulk messaging and telecommunications.
  • Experience with obtaining necessary permissions and managing opt-in/opt-out protocols for recipients.
  • Understanding of the local community dynamics and cultural nuances.
  • Experience in creating content that resonates with and engages the community, especially women.
  • Responsive customer support to address any issues or inquiries from message recipients.
  • Ability to provide timely technical support and troubleshooting.
  • Demonstrated project management skills to ensure the campaign is delivered on time and within budget.
  • Clear communication channels for regular updates and coordination with the campaign organizers.

7. DELIVERABLES:

  • Develop a comprehensive plan detailing the approach, timeline and schedule for sending bulk SMS and voice messages.
  • Work with the project team to draft informative message content that highlights the benefits of using improved cook stoves.
  • Collaborate with project team to ensure that messages are clear, concise, and culturally appropriate.
  • Execute the sending of bulk SMS and voice messages as per the agreed schedule.
  • Ensure high delivery rates and monitor for any delivery issues or failures.
  • Provide detailed reports on message delivery rates, engagement metrics, and overall campaign effectiveness.
  • Include insights and recommendations for future campaigns based on data analysis.
  • Establish a system to gather feedback from message recipients to gauge the campaign’s impact.
  • Analyze feedback to assess the awareness level and behavioral changes in the community.
  • Maintain records of all regulatory compliances, permissions obtained, and opt-in/opt-out management.
