Assignment Title: Request for Expression of Interest (EOI) For capacity building and Technical Assistance to BRD Clients and prospective clients
Background:
The Development Bank of Rwanda (BRD) is implementing a Five-Years World Bank financed project titled Access to Finance for Recovery and Resilience. The Project Development Objective (PDO) is to increase access to finance and support recovery and resilience of businesses affected by the COVID-19 pandemic. The Project design includes three main components namely (i) Liquidity and Recovery Facility; (ii) Risk-sharing Facility and (iii) Institutional Strengthening and Implementation Support.
Objective of the assignment:The objective of this Technical Assistance (TA) support is to perform a rapid needs assessment clients’ needs especially SMEs in any area as it relates to business development and/or any other gap that might be identified. (b) build the clients’ capacity to grow their business projects.; (c) enhance the capacity of the existing network of Business Development Advisers (BDAs), providing to clients post-finance support (marketing, assisting in bookkeeping, etc.), not only to help them understand the project aims and objectives, access financing, new products design, marketing and implementation; (d) develop turnaround strategies for struggling businesses (e) assess readiness of expansion for businesses that are growing, (f) carry out any other task that may be identified by BRD. Specifically, the TA will develop a standardized capacity building package. The main aim of the TA is to identify needs for capacity building and trainings clients (SMEs) by equipping them with skills for starting a business, turning a business around and expanding a business. Under this objective, the following will be the scope of work:

• Task 1: Assess capacity gaps of potential entrepreneurs and business enterprises:
Section 2: Preparation of standardized capacity building plan and a monitoring and evaluation framework.
• Task 2: Understand AFIRR Project objectives and design, particularly the capacity building designed for clients:
• Task 3: Develop standardized measurement, evaluation and reporting framework for BRD to effectively implement the technical assistance component.
• Task 4: Develop standardized training and capacity building program for participating entities, covering each element
Section 3: Roll Out of Standardized Capacity Building Program for all participating entities.
• Task 5: Deliver training modules developed in Section 1 to all participating or potential clients, including monitoring and evaluation reporting.
Task 6: Provide a summary of the Consultant’s activities, observations, achievements, and results.
Activity/Output/Deliverable:1. Draft inception report
2. Presentation of the developed monitoring and evaluation mechanism for the capacity building
3. Presentation of standardized training and capacity building program materials
4. Final report
Contract duration:The technical assistance for this particular work is estimated to take approximately 36 months inclusive of follow up work of trained beneficiaries. The contract can be extended to increase the scope, level of effort and/or duration, as determined by BRD. The Consultant’s performance will be assessed regularly based on the number of financed deals under AFIRR project, as well as feedback gathered from the trained beneficiaries

Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are the following:
1. Five (5) years in operations.
2. To have worked on at least two (2) similar assignment of the same size, with a certificate of completion.
3. Demonstrating knowledge and familiarity in Rwanda and/or the region.
4. Fill, signed and submission of application form for establishing business relationship with political exposed person (PEP form with all information requested should be mandatory filled)
5. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications, and number of key staff. Do not provide CV of staff). Key Experts will not be evaluated at the shortlisting stage and at least the best five (05) firms will be shortlisted for the next stage.
Selection process The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revise November 2017, August 2018 and November 2020) (“Consultant Guidelines”) setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
