II. Context and justification of the need 

The Government of Rwanda and Agence Française de Développement (AFD) signed 5 years grant/loan agreements on 8th March 2023 to implement AFTER II Project (Appui à la Formation Technique et l'Emploi au Rwanda). AFTER Il aims to improve technical and vocational education and learning conditions in order to strengthen the skills of youth in line with labor market requirements. 

Project management will be provided by two contracting authorities: Rwanda Polytechnic (RP) for IPRC-related interventions, and Rwanda TVET Board (RTB) for TVET schools-related interventions, through their respective Single Projects Implementation Unit (SPIU). 

Expertise France will provide technical assistance to the project implementation. Short and long-term expertise are mobilized on the basis of a technical offer validated by AFD, with the agreement of the Rwandan party. 

On the side of RP, the beneficiary sites are IPRC Karongi and IPRC Kitabi located in Karongi and Nyamagabe Districts. On the side of RTB, the beneficiary sites are Muhororo and Cyanika TVET Schools located in Karongi and Nyamagabe Districts. 

AFTER II project is divided into 4 main components and 2 cross-cutting components:

  • Component 1: The IPRC Kitabi and Karongi and TVET schools of Cyanika and Muhororo campuses are expanded, modernised and environmentally friendly
  • Component 2: The training offer in the IPRC Kitabi and Karongi and TVET schools of Cyanika and Muhororo is strengthened and more attractive
  • Component 3: The link between TVET providers and the private sector is strengthened, and employment and entrepreneurship support mechanisms are more efficient
  • Component 4: The quality and leadership of RP and RTB as institutions in the TVET sector are reinforced
  • Cross-cutting component 5: The TVET programs are more gender responsive and inclusive and specifically address dropouts of the general education
  • Cross-cutting component 6: Greening TVET – TVET programs provide youth with green skills and competencies for sustainable economic growth

As part of Component 1, the project aims to build new footballs fields on the campuses of IPRC Kitabi and IPRC Karongi, as part of rapid impact activities. The design and BoQs for the football fields have already been prepared. Expertise France is providing support to Rwanda Polytechnic in the process to prepare all documents and assessments for the launch of the construction works. In this framework, Expertise France will recruit a consultancy firm to conduct Environmental Impact Assessments on each site to prepare for the issuance of Construction Permits. 

III. Objectives and desired results 

1. General objective 

The main objective of this assignment is to conduct an Environmental Impact Assessment on the sites of IPRC Kitabi, Nyamagabe district and IPRC Karongi, Karongi district, for the preparation of Construction work and of a Construction permit for the construction of football fields on each site. 

2. Specific objectives 

The specific objectives are the following:

  • Conduct an Environmental Impact Assessment on the envisioned site for the football field in IPRC Kitabi, Nyamagabe district
  • Conduct an Environmental Impact Assessment on the envisioned site for the football field in IPRC Karongi, Karongi district 

3. Anticipated results 

  • Produce Environmental Impact Assessment fit for the request of a Construction Permit 

IV. Description of the assignment 

1. Planned activities 

  • Conduct an Environmental Impact Assessment on the envisioned site for the football field in IPRC Kitabi:
    • Visit the IPRC Kitabi site and evaluate the environmental impact of the planned construction of a football field
    • Provide recommendations for the construction to better integrate environmental issues
    • Provide relevant EIA documents to obtain a construction permit for the site
  • Conduct an Environmental Impact Assessment on the envisioned site for the football field in IPRC Karongi:
    • Visit the IPRC Kitabi site and evaluate the environmental impact of the planned construction of a football field
    • Provide recommendations for the construction to better integrate environmental issues
    • Provide relevant EIA documents to obtain a construction permit for the site 

2. Anticipated deliverables 

The Consultancy firm will work under the supervision of the Environmental Specialist of RP SPIU and the Team Leader at Expertise France.  

The expert shall deliver the following:

  1. Environmental Impact Assessment report based on site visits and analysis of the planned designs
  2. Recommendations based on the assessment to be integrated in the construction process
  3. Relevant EIA documentation required for the process of the Construction permit. 

3. Coordination 

The service provider shall designate a single contact person for project implementation purposes. Mrs Cyrielle Cahuzac, Technical Assistance Team Leader on the AFTER 2 project, will be the service provider’s sole contact person for Expertise France

A launch meeting shall be held a maximum of 7 days after the contract award has been notified. 

Close collaboration must take place with Rwanda Polytechnic and Expertise France personnel from assignment preparation right up to completion. Furthermore, regular exchanges must take place with Rwanda Polytechnic and Expertise France on assignment progress and any difficulties that may be encountered.

VI. Required expertise and profile

  1. Number of experts per assignment: 1 
  2. Profile of the designated expert(s) responsible for contract execution

The consultancy firm and presented expert should possess the following:

  • Master’s Degree in the field of Environmental Studies or related field;
  • At least 5 years of experience in conducting Environmental Impact Assessment for Construction sites:
  • Be registered with the Rwandan Association of Professional Environmental Practitioners and recognized by the Rwanda Environment Management Authority (REMA);
  • Excellent oral and written command of English and Kinyarwanda.
  • Excellent writing and communication skills in English 

VII. Practical information 

How to apply 

The Consultancy firm who meets the qualifications should submit the following documents:

  • A letter of intent
  • A Curriculum Vitae of the proposed expert indicating relevant experiences and assignments
  • A proof of registration with the Rwandan Association of Professional Environmental Practitioners
  • Copy of degree
  • A technical proposal (not more than 10 pages) outlining: the approach to be used, roadmap, detailed methodology and its implementation, previous work experience relevant to the assignment, daily fee of the consultant (excluding mission costs),
  • Proof of having conducted similar assignments in the 5 years.
