Introduction
SOS Children’s Villages Rwanda is a non-profit, non-political, and non-religious international organization that works to address the needs of children, with particular emphasis on children who lost parental care and those who are at significant risk of losing the care of their parents. SOS children`s villages Rwanda is the part of this international organization operating in Rwanda in 4 locations: Kigali location covers Gasabo, Kicukiro and Nyarugenge Districts; Kayonza Location covers Kayonza and Rwamagana Districts; Gikongoro Location covers Nyamagabe, Huye and Nyaruguru District; and Byumba Location that covers Gicumbi and Musanze Districts; plus, one National Office at Kacyiru.
Hence, SOS Children’s Villages in Rwanda intends to conduct FOUR separate needs assessments on the situation of children; FIRST in Gikongoro Location that covers Nyamagabe, Huye and Nyaruguru Districts; SECOND in Kigali location covering Gasabo, Kicukiro and Nyarugenge Districts; THIRD in Kayonza location covering Kayonza and Rwamagana Districts and the FOURTH in Byumba location covering Gicumbi and Musanze Districts. More specifically, the planned need assessments are expected to investigate the social, economic, political, and environmental aspects of the target groups (children who lost or are at risk of losing parental care) in the proposed study locations. The assessment will provide clear information on the gaps and challenges faced by the target communities, the available resources to meet the basic and fundamental needs of children, and the existing interventions of various stakeholders.

• Provide specific information on the type and extent of vulnerability of children who have lost parental care and those at significant risk of losing parental care. To create deep understanding of the magnitude and root causes of child vulnerability, abandonment, and neglect.
• Provide information on how the situation of these children is being addressed.
• Analyse local context and existing responses on child abandonment in SOS program locations: Kigali City (Gasabo, Kicukiro and Nyarugenge Districts), Gikongoro (Nyamagabe, Huye and Nyaruguru Districts), Kayonza (Kayonza and Rwamagana Districts) and Byumba (Gicumbi and Musanze Districts). Provide information on the availability and scope of local initiatives aimed at addressing the situation of these groups of children.
• Identify existing program and intervention approaches used by other stakeholders in addressing the situation of the children.
• Identify the strength and weaknesses of existing interventions run by key stakeholders, and community-based organizations.
• Identify whether SOS Children’s Village is the best placed stakeholder to respond to child abandonment
• Recommend needs driven program interventions targeted at reducing child vulnerability, abandonment, and neglect.
• Assess Key actors and other local stakeholders for planning and intervention of the program
• The commitment level of duty bearers specially in Kigali City (Gasabo, Kicukiro and Nyarugenge Districts), Gikongoro (Nyamagabe, Huye and Nyaruguru Districts), Kayonza (Kayonza and Rwamagana Districts) and Byumba (Gicumbi and Musanze Districts) local authorities in supporting the target beneficiaries
