  1. Profile of DUHAMIC-ADRI

DUHAMIC -ADRI is a Kinyarwanda acronym that stands for Duharanira Amajyambere y’Icyaro.

Translating to ‘’ we strive for the development of the rural community ‘’in English. It is a non-profit organization located in Kigali, the capital city of Rwanda, within the kicukiro district, Niboye sector.it was established in 1979 by a group of Rwandans who identified the crucial need for rural development in the country.

DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan law and legally recognized by the Ministerial Order No. 943 of July 12, 1985. Its statutes were amended and accepted by the Ministerial OrderNo.025/11of21th March 2005. With the vision to have « A rural world responsible for its self-socio-economic development », DUHAMIC-ADRI has a mission of « Supporting integrated development through the initiatives of the rural population in their struggle for self-development». DUHAMIC-ADRI’s interventions reaches 27 districts of Rwanda as follow: Kicukiro, Nyarugenge, Burera, Gakenke, Gicumbi, Musanze, Rulindo in Northern Province; Gisagara; Huye; Kamonyi; Muhanga; Nyamagabe; Nyanza; Nyaruguru and Ruhango in South Province; Nyabihu; Nyamasheke; Rubavu; Rusizi and Rutsiro of Western Province and then Gatsibo; Kayonza; Kirehe; Ngoma; Nyagatare and Rwamagana of Eeastern Province.

  1. SERVE Project background

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership with Care International and focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda namely Rulindo and Gakenke in in Northern Province; Kayonza, Rwamagana, Ngoma, and Kirehe in Eastern Province; Nyamagabe, and Huye in Southern Province; and Nyabihu and Rubavu in Western Province.

As part of project, Duhamic-Adri is seeking a qualified and experienced entrepreneur to establish greenhouses for both demonstration purposes and production activities. This initiative aims to promote sustainable agriculture practices, serve as a learning platform, and enhance local food production. Greenhouses will be established in six districts including Huye, Rulindo, Rwamagana, Kayonza, Ngoma and Kirehe

Objectives

  • Setting up greenhouses for demonstration purposes.
  • Establishing a production workspace within the greenhouses
  • Providing agriculture inputs for the initial production phase
  • To strategically address key objectives in modern agricultural development.
  • Transfer advanced knowledge and practical skills in greenhouse cultivation to farmer groups, fostering the adoption of innovative technologies and sustainable practices
  • To optimize the use of resources, emphasizing efficient practices related to water, fertilizers, and energy in greenhouse farming
  • Mitigating risks associated with traditional farming methods, providing farmers with tools and practices that enhance resilience against adverse weather conditions, pests, and diseases
  • By creating a shared space for learning and collaboration, the project seeks to empower farmers economically and foster a sense of community among farmer groups.

Scope of work

2.1 Greenhouse Establishment for Demonstration

  • Conduct a site assessment to determine the optimal location for the greenhouses.
  • Design and set up the greenhouses, considering environmental factors and sustainability principles.
  • Install necessary infrastructure, such as irrigation systems, climate control, and monitoring equipment.
  • Select and source suitable plant varieties for demonstration purposes.
  • Develop educational materials and conduct 2-days training sessions for local farmers and community members.

  1. Qualification and experience
  • Expertise in sustainable and organic farming practices.
  • Knowledge of local agricultural conditions and climate.

  1. Deliverables

The entrepreneur will be expected to provide the following deliverables:

  • Completed and operational greenhouses for demonstration.
  • Productive and efficiently managed production workspace.
  • Timely supply and application of agriculture inputs for the initial production phase.
  • Development of training module
  • Provision of training package on greenhouse management
  1. Procurement process

This tender will be done through public tendering process and qualified companies will be invited to bid.

The following terms and conditions shall be observed during tendering process:

  1. Quotation shall include taxes and transportation costs to above mentioned sites
  2. The bidder must have sufficient store of the needed materials.
  3. A commitment letter to complete the activities of greenhouses establishment no later than 60 days (2 months) upon signing the contract.
  4. Business registration certificate issued by RDB
  5. Valid certificate of non-bankrupt issued by RDB
  6. Valid Tax clearance certificate
  7. Proof of using EBM
  8. Having conducted the same activity, demonstrated by at least 3 certificates of good completion
  9. Proven financial capacity demonstrated by credit line and/or bank saving equivalent to the proposed bid

Note: Successful bidder shall be visited to assess their expertise in establishing green houses.

The prices proposed in the financial proposal (quotations) shall include all taxes and transport costs

Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Wednesday 24 April 2024 at 02:00PM

The public opening of bids is scheduled on the same day at 02:15PM at the headquarters of DUHAMIC-ADRI.
