TUBIBE AMAHORO (TA) is a no-profit organization created in 1995. Its vision is to “Achieve a society of equity in which laws and human rights are respected by everyone”. Its mission consists of “Promoting respect of human rights and integral socioeconomic progress of Rwandan population emphasizing on Civic Participation and Access to Justice, Gender Promotion, and Sustainable Community Livelihoods”.
TA is based in Karongi district and operates in Karongi and Ngororero districts of Western Province and Burera district of Northern Province. TUBIBE AMAHORO implements its activities through organization of the community into small groups and through their existing associations, cooperatives, and clubs.
TUBIBE AMAHORO is looking for suitable candidate for the position of project coordinator to be based in Karongi District.
PURPOSE OF THE WORK
ln 2019, TUBIBE AMAHORO in partnership with RCN Justice & Démocratie and with the funding of the Embassy of the Kingdom of the Netherlands in Rwanda will implement the project called "UBUTABERA BWEGEREJWE UMUTURAGE" in Karongi and Rutsiro Districts where it will have as main activities the preparation and the implementation of 50 sessions of community dialogues and legal aid to the general public.
Thus, TUBIBE AMAHORO would like to recruit, for a fixed period of 12 months renewable, 5 employees (One project coordinator and 4 paralegals) who will support in the implementation of this project.
PROJECT COORDINATOR
Tasks and responsibilities:
• Participate in the implementation of the project management policy, identification of needs and the determination of action strategies;
• Coordinate the project and report to the Program Manager;
• Ensure the proper follow-up of the performance of paralegals in providing legal aid to the general public in need;
• Analyze and monitor the project context and implementation status;
• Ensure the implementation of overall project activities: preparation and organization of community dialogues as well as legal aid as planned in the "UBU" project in the two districts of intervention;
• Provide technical support and supervision to paralegals;
• Ensure that legal aid services provided by paralegals meet the needs of the general public;
• Check the regular registration of all information on legal aid provided by paralegals;
• Analyze and advise on legal aid files developed by paralegals prior to their submission to their beneficiaries;
• Organize meetings with local authorities to provide them with necessary information on community dialogues;
• Plan dates and venues for community dialogues;
• Collaborate with local authorities in selecting the administrative cells that will benefit from community dialogues;
• Compile and timely submit reports on community dialogues and legal aid;
• Report any problems encountered to the program manager and executive secretary to seek appropriate action;
• Represent TUBIBE AMAHORO in various meetings where is invited;
• Perform any other tasks entrusted to him/her by his/her immediate supervisor in the interest of the project and the organization.
Required Profile/Required degree:
Masters degree or Bachelors‘ degree in project management and/or law;
Experience required:
Minimum 3 years in the field of project management towards access to justice;
Capabilities/skills required:
• Ability to implement development activities and projects in the areas of access to justice and/or human rights;
• Knowledge of Project Cycle Management;
• Capabilities for people management and team leadership;
• Capacity for synthesis, analysis, and writing;
• Ability to work independently, decision-making and sense of responsibility;
• Knowledge of project financial management;
• Knowledge of programs and issues of access to justice in Rwanda;
• Knowledge of MS Offices; -
• Knowledge of Kinyarwanda and English and/or French;-
• Have a driving license: Category A.
PARALEGALS (4)
Tasks and responsibilities:
• Participate in training sessions organized by the partner in the interest of paralegals;
• Organize meetings with local authorities to prepare community dialogues;
• Conduct field visits to community dialogue sites;
• Facilitate community dialogues on the themes of family rights, inheritance and liberality, land rights and gender-based violence and provide appropriate answers to the different questions raised by the participants;
• Develop and Submit to the project manager the report of each conducted dialogue and the periodic report of the activities carried out;
• Report to the Project Manager any problem encountered with a view to finding an appropriate solution;
• Receive any person seeking legal aid and provide ad hoc advice and guidance;
• Register the necessary information concerning the legal aid offered;
• Write the conclusions at the request of those who want to seek legal actions and forward them to the project manager for possible review before they are given to the beneficiaries;
• Make the legal aid report available and send it to the Project manager in due time;
• Represent TUBIBE AMAHORO Organization in various meetings where is invited;
• Perform any other tasks entrusted to them by their superiors in the interest of the project and the organization.
Required Profile
• Required degree: Bachelor's degree/equivalent in law, communication and social sciences;-
• Experience required: At least 2 years in the field of access to justice (having served as a paralegal or conciliator is an asset);-
Capabilities/skills required
• Ability to work independently and in pairs
• Knowledge of laws commonly used to provide legal aid to the population (Law of persons and family, matrimonial regimes, liberality and inheritance, land law, law preventing and repressing gender-based violence, etc)
• Knowledge of the MS office
• Knowledge of Kinyarwanda and English and/or French.
