Program overview

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda namely RULINDO, GAKENKE, NYABIHU, RUBAVU, RWAMAGANA, KAYONZA, KIREHE, NGOMA, NYAMAGABE and HUYE.

The SERVE Project aim to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people aged between 18 and 35 years and 70% of them must be women in agricultural value chains across Rwanda.

Justification of needs

As part of SERVE project, DUHAMIC-ADRI committed to provide start-up input package for demo plot installation to Enable farmers to access good agronomy practices through the FFBS platforms. Therefore, for upcoming 2025 B Season, DUHAMIC-ADRI must support demo plot with agriculture seeds of different variety of tomato and green beans to be cultivated on the net area estimated at 30 ha and 17 ha for tomato and fresh beans respectively.  It is under this regard, the tender to procure those quantities of agriculture seeds in line with DUHAMIC-ADRI procurement policy.

Objectives to purchase tomatoes and Fresh beans seeds

  • Demonstrate Best Agronomic Practices through establishing demo plots using high-quality inputs to showcase advanced agronomy practices
  • Facilitate Knowledge Transfer via FFBS Platforms, the demo plots will allow farmers to engage in hands-on learning, equipping them with the skills necessary to implement these practices on their own farms.
  • Ensure Access to Quality Agricultural Inputs, increase Farmer Productivity and Profitability
  • Monitor and Evaluate Input Effectiveness by tracking the performance of the selected inputs and practices through the demo plots, collecting data on crop health, yields, and input efficiency. This will provide concrete evidence to help farmers make informed decisions on input selection and agronomic practices for future seasons.

Scope of work

The successful bidder will be responsible for procuring, delivering and ensuring the quality of all input materials (Fresh beans and tomatoes) required for the establishment of the demo plots. With the following key tasks

  • Procurement of High-Quality seeds: climate-resilient and high-yielding varieties suitable for the local agroecological conditions.
  • Quality Control and Certification: Ensure that all procured materials (Fresh beans and tomatoes seeds) meet local regulatory standards and certifications.
  • Provide certificates of quality assurance for all procured inputs, confirming their suitability for agricultural use by illustrating the certificates requested in the section below.

Delivery and Distribution 

  • Coordinate the timely delivery of all procured inputs to the DUHAMIC -ADRI Head Offices located at Kicukiro, Niboye.
  • Ensure that all inputs are properly stored during transit and delivered in optimal condition to maintain product efficacy and integrity.
  • Collaborate with Field officer to offer basic guidance on the proper use of the procured inputs, ensuring that farmers understand application methods, quantities, and timing for optimal results

Eligible bidders should fulfil the following requirements (Mandatory):

  • Certificate of origin
  • Phytosanitary certificate
  • Seed laboratory test certificate
  • Proof of using EBM
  • Copy of trading certificate
  • A valid Tax clearance certificate
  • Be ready to supply no later than 7 days from the date of receiving the purchase order (to be proved by a letter of commitment)
