ToRs for an individual consultancy to conduct a feasibility study for the establishment and sustainability of a Civil Society Resource Centre in Rwanda

Background and justification

The urge to further demonstrate value for money (vfm) practices while accounting for every penny of funding received from various donor communities is increasingly forcing civil society organisations (CSOs) not only to professionalise their work as never before, but also to prioritise sustainable working practices in their current and future programming. This challenge is being experienced by CSOs globally, including in Rwanda, and addressing it necessitates a bold paradigm shift towards a more systematic approach to capacity development that deliberately places the management of working practices legacy at the heart of the reimagining of civil society capacity development. Accordingly, the establishment and operationalisation of accredited self-sustaining centres only dedicated to legacy management of CSOs’ working practices and promoting knowledge management on initiatives that do not work can be a major solution towards the professionalisation and sustainable relevance of the work of civil society actors. Whether it is desirable and practically feasible or not to have such a dedicated CSO’s resource centre in Rwanda is yet to be explored and possible feasibility and sustainability options documented. 

In an attempt to respond to the above interrogation, NPA, with funding from FCDO under the Indi Ntamwe mu Kiwyubakira Igihugu (INKI) project, is seeking to hire an individual consultant for a short-term assignment consisting in the conducting of a feasibility study for the establishment and sustainability process of a CSO Ressource Centre in Rwanda. This in line with NPA’s well established reputation and vision for a continuous empowerment of CSOs to more vibrantly organise, mobilie and engage with citizens and power holders to influence more responsive policy and institutional service delivery practice changes.

Objectives

The overall objective of this short-term consultancy is to conduct a rapid scoping feasibility study on the desirability and sustainability of establing the CSO Ressource Centre in Rwanda in the future. More specifically, the consultant will:

  • Conduct a rapid survey with relevant capacity development stakeholders to confirm or not the need for establishing a CSO Resource Centre in Rwanda;
  • Analyse different feasibililty options, with a focus on the conduciveness of the legal and regulatory framework, financial and technical feasibility as well as viability of the idea;
  • Analyse the value addition that such a Resource Centre would bring in the national and regional current capacity development landscape including its competitiveness vis-à-vis other capacity development actors;
  • Analyse the process of establishing the Resource Centre, define a clear roadmap with key milestones and timelines for its establishment;
  • Critically analyse the sustainability imperatives towards a vibrant, self-reliant and long-lasting CSO resource Centre;
  • Map out possible stakeholders, including key donors, worth cultivating strategic partnerships with to materialize the CSO Resource Centre;
  • Formulate actionable recommendations that are critical for maturing the idea and turning it into reality.

Scope of work, duration, timelines and preferred methodology

The successful consultant will be hired for a total of 20 days spread between the months of March until April 2025 and will engage with different stakeholders including institutional donor institutions, government institutions, national and local CSO actors, experts offering services to a range of CSOs as well as representatives of citizens’ consuming CSOs’ services or directly engaging with and hence benefiting from their work. The use of mixed methods for small scale studies is strongly encouraged.

An inception report or methodology report, of not more than 5 pages, sufficiently detailing how the consultant will methodologically respond to and address every specific objective of this consultancy and related scope of work as well as the hig-level key guiding questions that the scoping feasibility and sustainability study will strive to answer. Additionally, the inception report should indicate how data will be collected, processed and analysed (methods, approaches and tools), work plan and timelines, the inception report shall also include relevant high-level questions and sub-questions that will inform the rapid feasibility and sustainability scoping study.

Feasibility and sustainability scoping study findings report not exceeding 20 pages and successfully responding to all key high-level guiding questions and in line with the objectives of the assignment. This report shall be written in very clear terms but also in a very concise and practical language. It is the responsibility of the consultant to ensure that the report is professionally edited and proofread in English.

Oral presentation and visually appealing slide deck (not exceeding 12 slides) for validation session (draft and final) of the main findings and recommendations from the rapid feasibility and sustainability scoping study.

three pager user-friendly brief, in plain English, outlining the main findings, feasibility and sustainability options as well as actionable recommendations. The brief should eventually make the case for the need to establish a Civil Society Resource Centre in Rwanda and demonstrate how much widespread support for the idea does exist. The policy brief should be adapted to high-level decision-making audience across CSOs, Government, donor and capacity development institutions.

Being a consultant (whether national or international) physically established in Rwanda and with proven knowledge and understanding of CSOs’ work and their modus operandi, the national and regional capacity building landscaping.

The consultant should have a verifiable track record of conducting similar works in Rwanda and beyond with a focus on designing and conducting feasibility (and where possibility sustainability) studies as well as producing high quality analytical reports thereof; supporting CSOs’ future thinking through strategic plans development, project and or programme design and development. A minimum of 2 certificates of good completion will be considered.

A sufficiently detailed CV highlighting similar works successfully conducted in the past and key contact details (names, email, phone and country of residence) of employers or collaborators as well as clients (current or past) who can testify to the technical and ethical performance of the candidate have to be included.
