1. Introduction

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development and international education work with worldwide operations. The GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, the GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy and ICT (Information and Communications Technology), Natural Resources, Peace and Security and Sexual and gender-based violence (SGBV).

The GIZ Offices are the central element of GIZ’s field structure. They ensure not only the successful implementation of projects in the country of assignment but also the safety and wellness of its international and national staff.

2. Background and rationale
When carrying out their assignments in Rwanda, international staff regularly drive themselves. Additionally, they use cars for private purposes.

International staff is not necessarily familiar with the traffic rules as well as the terrain and as road utilization differs from other countries, It is in this context that GIZ Rwanda would like to contract a Driving school to offer a short driving course to its international staff so that they are better equipped for driving in Rwanda.

3. Assignment objectives
Given that most expatriate staff are experienced drivers in their origin countries, the main objective of this assignment is to provide the GIZ expatriate staff with advice that helps them to have a better understanding of key points when it comes to driving in Rwanda.

A combination of theory courses and practical car driving lessons should familiarize the designated international staff with both road safety rules, provide them with hints and tricks for driving in a hilly country as well as offroad and a basic technical checklist for their vehicle.

4. Tasks to be performed
The GIZ wishes to use the expertise of a driving school to support, on request, the implementation of the above-mentioned objective. Without being exhaustive, the services and expertise will consist of:

Theory courses
Prepare a theory document “safe driving manual” in English and French covering the following topics:
On- and off-road driving safety rules and how to drive on different types of roads
What could be the most dangerous actors on the road and how to anticipate them like moto taxis, pedestrian, …
How to behave in case you meet an official convoy.
What to do in case of accident inside your compound or hotel /mall car parking.
Based on the document, offer a theory lessons to designated international staff in English or French
Make the theory document “safe driving manual” available to the trainees after the class.

Practical driving courses

Offer practical sessions with a focus on safe driving. The practical session should include steep inclines and sharp corner.
In case participants don’t have their own car, provide a manual car in optimal conditions to use
In case participants have their own car, use the expatriate’s car.

As part of the session, explain when and how to use a four-wheel drive
If necessary, to take care of relevant authorization for using the road.

Basic technical checklist for a vehicle

Compile a checklist with pictures of important things to regularly check.
Explain when, why and how to use the checklist.
Demonstrate and practice changing a tire.
To handover the checklist, written in English or French, to the trainees after the course.

5. Process, duration and remuneration considerations
On request of the GIZ Office, the driving school will:

Set up the venue for the theory course, which should be big enough for 10 persons and well ventilated.
Prepare the documents and provide a trainer as per requested language.
Fill in the fuel needed for practical courses.

The duration of the assignment is divided as follows:
Theory courses: 2 hours per trainee in total
Practical courses: 2 hours per trainee in total

The courses can be done in slots of 1 hour depending on the availability of the trainee.

Period of service
The period of this service is from 01st December 2022 to 30th November 2023

The location of the courses

All courses will take place in Kigali.

Communication between the contractor and GIZ.

An email from the GIZ authorized staff will be sent to the contractor with names of trainees and the planned date for the training.

The contractor will ask each trainee to sign the participation list after the course.

6. Submission and evaluation of the EoI:
Your EoI will be evaluated based on the following criteria:

Driving school profile,
Relevant experience,
Venue (location), flexibility and responsiveness,
Qualified personnel and status of vehicle for practical courses,
Financial offer.

The EoI should contain the following parts and should be written in English:

For Technical Proposal:
A Cover letter expressing interest in this assignment
Technical Proposal with a brief description of why your driving school would be considered as the most suitable for the assignment, relevant expertise, and a detailed clear methodology, on what your approach will be and complete the assignment.
The CV of qualified personnel proposed to perform this assignment in accordance. Each CV shall not exceed 2 pages
References and recommendations of similar works executed in Rwanda
Registration certificate (RDB)
Latest tax clearance certificate
Operating driving license school from relevant authority.

For the Financial Proposal:

The Financial Proposal indicates the following in RWF and VAT excluded.

For theory, the cost should be calculated per 1 hour - per 1 trainee
For practice, the cost should be calculated per 1 hour / per 1 trainee

NB: The contractor is required to include in 1-hour cost, all other costs related to each course such as printed document, venue renting, fuel, authorization fee, ….
