Background and Rationale

Association Rwandaise pour le Développement Endogène abbreviated as ARDE/KUBAHO, translated in English as Rwandese Endogenous Development Association is a Rwandan NGO established in 2002 to strengthen existing social welfare mechanisms and extending socio-economic development to the most vulnerable people. The main areas of intervention are; Water, Sanitation and Hygiene (WASH); Sustainable Agriculture and Environmental Protection; Humanitarian Actions and Community Livelihoods; Institutional Development, Research and Education; where the vulnerable families, people with special needs especialy Women and Youth were the main target of the interventions as a way of enhancing household development.

To this end, in June 2020, ARDE / KUBAHO entered into a consortium with MEDICUSMUNDI and COFORWA for continued support to the 7 women's cooperatives in Kamonyi district through a Two-years project for 7 women's cooperatives (TUBEHO NEZA). It is within this framework that a consultancy was proposed to evaluate the achievement of the project.

This End of the project evaluation is commissioned under the MEDICUSMUNDI budget for development projects run by two local partner organizations (ARDE/KUBAHO and COFORWA).

MEDICUSMUNDI is the Spanish International NGO, while ARDE/KUBAHO and COFORWA are the local implementing partners.

The project aims to promote the personal, collective and community empowerment of women in 7 cooperatives and teenage mothers in 6 sectors of Kamonyi District through the promotion of basic hygiene and sanitation. This process aims to reduce the inequality gaps faced by women and will contribute to transforming their social and health conditions by: building women's capacities through a transformative approach, based mainly on changing mindsets and attitudes; improving the availability, access and quality of hygiene and sanitation services in the cooperatives, in their homes and in public spaces in the community; and increasing women's participation in their role as agents of social transformation in their communities.

Purpose, Objectives and Use

The purpose of the evaluation is to provide MEDICUSMUNDI, ARDE/KUBAHO and COFORWA with a comprehensive assessment of the project, conducted systematically and impartially, as well as to analyse the achievement of the project’s results and identify risks to sustainability. The evaluation will provide concrete, credible and practical recommendations that will assist with the timely incorporation of the findings into the decision-making process for future projects and contribute to the organizational learning of both implementing organizations.

The evaluation will support the project quality assurance measures implemented by MEDICUSMUNDI, ARDE/KUBAHO and COFORWA and meet the donor requirements towards the development projects.

The evaluation will be based on the standard evaluation criteria of relevance, coherence, effectiveness, efficiency, sustainability, and impact. The objectives of the evaluations are to:

  1. Assess the extent to which the project has sustainably achieved its objectives and results (results matrix), including the extent to which the lives of the project beneficiaries have been improved,
  2. Identify the strengths and weaknesses in terms of planning, management, implementation and monitoring of the project,
  3. Evaluate sustainability measures,
  4. Identify cross-cutting issues addressed through the project, including gender equality, human rights, marginalized groups, inclusion, and other issues,
  5. Determine the effects of Covid-19 on the project, its activities and implementing organizations,
  6. Identify risks and weaknesses and make recommendations for the success stories of completed project.

 

Duties and Responsibilities

The Evaluation Consultant will work under the overall guidance of the Executive Director of ARDE/KUBAHO, in close cooperation with the responsible COFORWA Officers and the MEDICUSMUNDI Representative in Rwanda.

The duties and responsibilities of the Evaluation Consultant will include:

  • Develop a work plan outlining the proposed evaluation methodology, geographical coverage and schedule to conduct the evaluation,
  • Conduct a desk review of relevant documents,
  • Carry out a project site visit to a project location (Kamonyi District) to conduct research, collect data and establish contact with the project Officers, project beneficiaries and relevant project stakeholders,
  • Review and evaluate available data and existing sources of information, including the project proposal, annual reports, conducted studies and other documents,

 

Expected Deliverables

The evaluation will produce the following deliverables:

  • an inception report, including the proposed evaluation methodology and data collection tools, a table of content and timeline of evaluation activities prior to the site visit to the project location,
  • Draft Evaluation Report and present key findings
  • a comprehensive report of a maximum of 30 pages with practical recommendations and relevant annexes (including raw data and documented records).

 

Evaluation Quality and Ethical Standards

The study team will take all reasonable steps to ensure that the evaluation is designed and conducted to respect and protect the rights and welfare of the people and communities involved. Furthermore, the evaluation should be aligned to the following standards and applicable practices:

  • Utility: the evaluation must be useful and used.
  • Feasibility: the evaluation must be realistic, diplomatic and managed in a sensible, cost-effective manner.
  • Ethics and Legality: the evaluation must be conducted in an ethical and legal manner, with particular regard for the welfare of those involved in and affected by the Study.
  • Impartiality and Independence: the evaluation should be impartial, providing a comprehensive and unbiased assessment that takes into account the views of all stakeholders.
  • Transparency: the evaluation activities should reflect an attitude of openness and transparency.
  • Accuracy: the evaluation should be technically accurate and credible, providing sufficient information about the data collection, analysis, and interpretation methods so that its worth or merit can be determined.
  • Participation: The Stakeholders should be consulted and meaningfully involved in the evaluation process when feasible and appropriate.
  • Collaboration: Collaboration between key operating partners in the evaluation process improves the legitimacy and utility of the study.

The total duration of the assignment is up to the end of January 2023 within the period from 09/01/2023 to 31/01/2023.

Qualifications and Experience

Essential:

  • Minimum of 5 years of project evaluation and/or implementation experience in the result-based management framework
  • Proven experience of conducting feasibility studies, evaluations and other research projects
  • Technical and methodological knowledge to conduct research projects and formulate conclusions based on a solid methodology, assessing projects for relevance, coherence, effectiveness, efficiency, impact and sustainability of projects
  • Experience working with non-governmental organizations (NGOs) and partnered projects
  • Fluency in written and spoken French and English

 

Desirable:

  • Experience in the relevant field/sector
  • Professional familiarity with the rural projects
  • Practical experience of working for and/or evaluating Donor-funded projects
  • Fluency in written and spoken Kinyarwanda

 

Academic Background

An advanced level university degree (Masters’ degree or equivalent) in social and health sciences, WASH-related fields, public administration, international development studies, economics and/or public health. A first-level university degree in combination with additional years of qualifying experience may be accepted.

The Evaluation Consultant is to be independent and impartial with no liabilities to any other organization or government entity regarding this evaluation.

  • At least two certificates of good completion of similar assignments;
  • A separate comprehensive breakdown of costs (financial proposal), including professional fees and all other relevant costs, including field travel expenses,
  • a writing sample of the document of similar research value (for example, a feasibility study, an evaluation report).
