TERMS OF REFERENCE- TRAINING OF TRAINERS

Develop module (in Kinyarwanda) and conduct Training of Trainers for 8 CSO facilitators and 8 National Youth Council volunteers on civic engagement and citizen participation

  1. Background

Rwanda’s Vision 2050 stipulates the country’s long-term strategic direction by emphasizing the importance of institutional collaboration and synergies among institutions and all key actors, “in particular, civil society, media sector and academia will have a key role to play in policy formulation and in advocating for citizen participation in all activities”. Effective, inclusive and accountable institutions at all levels are key to the achievement of the SDGs and Rwanda’s National Strategy for Transformation -1 (NST-1, 2018-2024). Rwanda has chosen a governance model that is underpinned by accountability, transparency, and efficiency in deploying resources and the country’s efficient and effective governance structures, systems and processes have been noted as playing a leading role in the country’s socio-economic transformation.

Rwanda Civil Society Platform (RCSP) in collaboration with other CSOs will work on promoting inclusive and effective participation and citizen engagement in Rwanda. Growing evidence confirms that inclusive citizen engagement can help governments achieve improved development results in creating links between citizen engagement and improved public service delivery, public financial management, governance, social inclusion, and empowerment.

Objectives

      2. General objectives

To enhance the capacities of youth-led CSOs and national youth council volunteers in effective advocacy, accountability and citizen participation through a number of engagements including training workshops. They will receive structured capacity building training to enhance their skills in civic engagement, citizen participation and how to effectively advocate and participate around key issues of local governance in their communities.

The specific objectives

  • To develop interactive and detailed training modules and session plans
  • To deliver the trainings to selected potential resource persons (Training of Trainers‐ TOT).
  • Develop a detailed evaluation of the modules/workshop(s) by the participants so that the workshop/training materials can be improved according to the participant feedback
  • Trained people will train the youth in the communities, who will share the information, knowledge and skills gained with their peers in the community through peer-to-peer sessions
  1. Key deliverables
  • An inception report including a detailed work plan and timelines,
  • Detailed methodology
  • Draft modules for the training (in Kinyarwanda)
  • Final training modules (Hard and soft copies- the soft copies should be in both editable and PDF versions).
  • Training guidelines with clear content and tools
  • Training workshop report

      4. Time Schedule

The Assignment shall be expected to be completed within a maximum of (12 days) from date of commencement. The consultant will provide a detailed time schedule for the task and delivery of the outputs. The schedule will be agreed upon by the consultant and RCSP.

  1. Skills and Experience Required of Consultant

The expert for this assignment should have the following profile, skills and expertise:

  • The consultant should have a minimum of a master’s degree in social sciences, Law, Governance, and other closely related fields
  • Demonstrated experience (5 years) in undertaking similar tasks i.e. developing modules and delivering a training on those modules or working in a similar environment with evidence of similar products
  • Demonstrated knowledge of government institutions/sectors and multi‐stakeholder engagement including at sub‐national level (districts)
  • Good experience in conducting workshop and management, including participatory training approaches
