The Nile Basin Initiative (NBI) is an inter-governmental organization initiated and led by the Nile riparian countries to promote joint development, protection and management of the common Nile Basin water resources. NBI has a Shared Vision, namely: 'to promote sustainable socioeconomic development through the equitable utilization of, and benefit from, the common Nile Basin water resources'. A wide range of programs and projects are currently under varying stages of identification, preparation and implementation under NBI designed to contribute towards the realization of the NBI Shared Vision.

On 11th March 2021, the NELSAP commenced the implementation of the Nile Cooperation for Climate Resilience Project (NCCR) Grant Agreement funded by the World Bank. NELSAP now requires an external auditor to audit the NELSAP financial statements for the NCCR Project/ Grant for the financial year 2022-2023 (July 2022 to 30th June 2023).

The audit will be conducted in accordance with the International Standards of Auditing. The specific objectives of the audit are to:

1) Audit the financial statements relating to the NCCR Project as contractually committed and to ensure that the NELSAP is fully compliant with the project grant agreement contributions, funding requirements and other pertinent regulations.

2) Express an opinion on the adequacy or otherwise of the NCCR Project Grant financial management and operations of the designated account and in particular:

3) Verify all Interim Financial Reports (IFRS) including summary expenditure statements used as a basis for the submission of grant withdrawal applications to the World Bank -NCCR are consistent with underlying records and financial statements for the period.

4) Review the activities of the Designated Accounts associated with the World bank NCCR Project Grant to ensure that all payments from the DA are eligible for financing under the project.

5) Evaluate and obtain sufficient understanding of the internal control structure of NELSAP to assess control risk and identify issues which should be reported on, including material internal control weaknesses.

6) Perform tests to determine whether the NELSAP complied, in all material respects, with agreement terms and applicable laws and regulations. Any material instances of non- compliance and all indications of fraud should be identified and reported on.

7) Perform tests to ensure whether all the funds have been provided and used in accordance with the relevant financing agreements, with due attention to economy and efficiency, and only for the purposes for which they were provided.

8) Express an opinion as to whether goods, works and services financed have been procured in accordance with the relevant financing agreements including specific provisions of the World Bank Procurement Policies and Procedures

NELSAP now invites eligible consulting firms ("Consultants") to express their interest in providing the Services. Interested consultants must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of skills among the key staff). The Audit services will be provided by an external, independent and qualified auditor, with a team of experts for the assignment. Qualified audit firms should have at least 10 years' experience in the audit of similar regional organizations implementing development projects especially with donor-funded operations.

The key staff should be qualified, experienced and skilled to carry out the audit exercise. The team will comprise, at least: (a) a team leader with at least a Master's degree and be a member of a recognized accountancy Professional body in auditing/accounting and a minimum of 10 years' experience in auditing; (b) an audit manager with at least 8 years' experience in auditing and with a sound knowledge of donor-financed projects. In addition, he/she should be a member of a recognized accountancy Professional body; and (c) an audit senior/assistant auditor with at least 3 years of experience and part professional qualifications.
