Introduction
The Forum for African Women Educationalists (FAWE) is a membership-based Pan-African Non-Governmental Organization that operates through 34 National Chapters in 34 countries in Sub-Saharan Africa to promote girls’ and women’s education. FAWE was founded in 1992 and has its head office in Nairobi – Kenya. FAWE’s vision, mission and goal focus on quality education for girls and women. FAWE Rwanda is one of 34 National chapters. FAWE Rwanda Chapter was started in 1997 by a group of Rwandan women whose common goal was to build the country and promote national development through girls’ and women’s education. Since its inception, FAWE Rwanda has grown to become a reputable partner and focal point on female education in Rwanda.

FAWE Rwanda with support from the FAWE Regional secretariat is implementing Make Way Project a 5-year program whose mandate is to mobilize a critical mass of Civil Society Organizations to increasingly advocate for the rights of marginalized youth with compounded vulnerabilities so as to claim and exercise their Sexual Reproductive Health and Rights (SRHR). The program aims at breaking the barriers to SRHR by creating a new way of looking at and organizing SRHR issues through an intersectional lens because SRHR are human rights that allow people to make informed decisions about their bodies, family planning, sexuality and wellbeing.

Many people cannot realize the full range of their SRHR particularly those with multiple social identities that cause marginalization for example youth living in poverty and with a disability face high barriers in accessing the services they need. Make Way project mission is to work with CSOs to look out for groups of people that have been left behind. FAWE Rwanda through the Make Way project will be using its Tuseme model to create safe spaces for youths in schools and out of school for them to share and learn from each other how to access Sexual Reproductive Health and Rights. More importantly a way to provide the right information to youth living with compounded vulnerabilities.

It is against this background that FAWE Rwanda would like to hire services for a consultant to do a needs assessment for Young Women Christian Association (YWCA) and Hope Iwacu Initiative to ascertain the needs and gaps especially in areas of Lobby and Advocacy and other areas as may be seen which are relevant to the mission of Make way in FAWE Rwanda and there after provide support for capacity building.

Objectives Of The Needs Assessment:
• To establish the competences that the Collaborating Partners (CPs) possess and their capacity needs/gaps in organizational development
• Prepare report on findings and propose capacity building plan for each collaborative partner.
• Support the implementation of the capacity building plan for the collaborating partners

Outcomes Of The Needs Assessment
We hope that once the capacity gaps are identified and addressed, FAWE will be in position to build a strong network of civil society organizations buying into intersectionality in all the interventions they have, we therefore shall be on the right path to achieving our 5-year goal of leaving no one behind.

Duration Of The Needs Assessment
The needs assessment shall be done in a duration of 10 calendar days.

Scope Of Work
• Review of organisational documents and internal procedures and structures
• Conduct one on one discussions with some staff
• Conduct discussions with the management of the above mentioned partners
• Conduct a SWOT analysis for each collaborative partner.
• Produce a report detailing the identified gaps and come up with possible solutions to the identified gaps / way forward and trainings to be done to equip staff with the right skills.

Technical And Financial Proposals/Offer
The technical offer shall detail:
1. Profile of the consultant (max 1 page) explaining why they are the most suitable for the work and explaining their understanding of the assignment.
2. CVs with proof of academic qualifications
3. Experience in conducting similar assignments with at least 2 copies of proof of good completion
4. Methodology/ work road map.
5. Timeframe

The financial proposal should specify the total amount (VAT inclusive) and provide details for each item budgeted leading to the total cost.
