POSITION TITLE: WASH OFFICER

REPORT DIRECTLY TO: GIKURIRO PROGRAM COORDINATOR

Faith Victory Association (FVA) in partnership with Catholic Relief Services (CRS) will be implementing USAID-funded Gikuriro program in Kayonza district. Gikuriro Program is implemented through a consortium of two International Agencies; Catholic Relief Services (CRS) who is the prime and SNV, the Netherlands Development Organization a sub-recipient. Gikuriro works through decentralized Government of Rwanda (GoR) systems and structures and local civil society organizations (LCSOs) in the eight targeted districts.

Gikuriro embodies CRS and SNV’s programmatic and operational approach to improving the nutritional status of women of reproductive age and children under five, especially in the first 1,000 days of life. Nutrition and Water Hygiene and Sanitation (WASH) are inextricably interlinked; poor sanitation and hygiene practices increase the risk of diseases that can contribute to malnutrition. Children with diarrhea eat less and are less able to absorb the nutrients from their food. Despite Rwanda’s achievements in development and economic growth, the country continues to face challenges in nutrition as well as WASH. Stunting is found in 38% of children less than five years old (DHS 2015), a condition which makes them more vulnerable to other health conditions.

It is with this background that, FVA would like to request qualified WASH Officer who will be based in KAYONZA District with the ability to perform for the following position to send their application requests.

WASH OFFICER

Responsibilities

  • Responsible for Planning and implementation of WASH-related activities in Kayonza district;
  • Reinforce water, sanitation, and hygiene (WASH) efforts at the village level in partnership with local leaders and community-based volunteers;
  • Mobilizing local communities to accelerate progress toward the national goal of eliminating malnutrition in Kayonza district;
  • Ability to Build positive relations local leaders at sector, cell and village levels and within the team implementing Gikuriro program in Kayonza district;
  • Responsible for Planning, data collection, monthly, quarterly and annual reporting; Ensure full Support Gikuriro program growth and development for scale-up in respective communities;

  • Documents best practices related to WASH and write a significant story to share with partners.
  • Mobilize social and political support at all levels to create and sustain an enabling environment for the delivery of interventions;
  • Facilitate networking with government institutions and other development partners within the KAYONZA District in planning and implementation of the program focusing on water, sanitation and hygiene.
  • Keeps an updated M&E Database of WASH-related activities and analyses the data to inform decision making to improve program performance.

Required qualifications and skills

  • University degree or equivalent in Environmental Health or related field; At least 2 years of experience in Water, Sanitation and Hygiene (WASH) applying CBEHPP approach Water management committees
  • experience in working with Water management committees at the community level
  • Experience in delivering messages to reduce direct and indirect routes of disease transmission to small children;
  • Experience in behavior change communication strategies to strengthen messages on key hygiene behaviors that directly impact infant health.
  • Knowledge of Community-based Food security and nutrition program (CBF&NP) and its implementation at the grassroots level;
  • Excellent communication skills with a good command in English and Kinyarwanda, knowledge of French is an added advantage;
  • Proficient in Microsoft office, word, excel, and PowerPoint;
  • Experience working with USAID funded programs is an added advantage
  • Capable to work under pressure;
  • Good facilitation, negotiation, networking, and advocacy skills
  • Good project management skills, including participatory budgeting and monitoring;
  • Demonstrate experience in implementing and assessing innovative approaches in demand generation programming WASH and Nutrition Program.
  • Good knowledge monitoring and evaluation knowledge
  • Good interpersonal skills and high team working spirit
  • Possesses driving license Category A is a required.
