Introduction
CARE Austria, together with CARE International in Rwanda (CARE Rwanda), in partnership with DUHARANIRE AMAJYAMBERE Y’ICYARO (DUHAMIC-ADRI) are implementing KUNGAHARA: Resilient Systems for Food and Nutrition, running between 1st January 2024 and 31st December 2026, funded by the European Union and co-funded by the Austrian Development Cooperation. In line with the EU’s global objective of the KUNGAHARA Call for proposals, the overall objective of the project is to strengthen resilient food systems and nutrition security in Rwanda. To tackle the different factors hindering food availability and nutrition, the project will enact locally-led and owned change at every stage of the food system – production, aggregation, processing, distribution and consumption – through two complementary supply and demand outcomes:
Outcome 1: Equitable, sustainable, inclusive, productive and nutrition sensitive agricultural value chains in Gicumbi, Rulindo and Gakenke districts are strengthened; and
Outcome 2: The consumption of diverse and nutrient rich foods by vulnerable households, in particular women and children, in Gicumbi, Rulindo and Gakenke district is increased.
The project is targeting 31,000 small holder farmers and will use a holistic set of interventions to enhance food systems in a sustainable manner, equipping women and youth farmers ‘groups and cooperatives within the selected environment and nutrition-sensitive value chains with the skills, connections, and support to improve production and access to markets, and as a result, nutritious food availability and increase its consumption.
Context and needs of justification
Aligned with the second project's outcome, this initiative aims to enhance household food security by establishing home gardens for vulnerable households. These gardens serve as a direct source of nutritious food, contributing to food security by supplementing the household diet with fresh fruits, vegetables, and herbs. This is particularly crucial for vulnerable households, who often face limited access to diverse and nutritious food and are impacted by price fluctuations. Additionally, these households may prioritize selling nutritious food over consuming it. To support the establishment of home gardens, rainwater harvesting facilities will be provided to ensure a steady water suppl.
In the same context, DUHMAIC-ADRI plans to procure rainwater tanks to supply water for home gardens. This will assist farmer group members, participants from the three districts involved in the project, in gaining knowledge through various sessions on home garden installation, enabling them to implement these practices at their own homes. As a result, this initiative will enhance the production of nutritious food among vulnerable households.
Objective
Main objective
The distribution and installation of rain water harvesting tanks for selected households have the aim to support the households which will host and facilitate the learning session on good nutrition practices and cooking demonstration sessions to have sufficient water to water the established home gardens which in the ends are expected to provide a direct source of nutritious food for households. The introduction of rain water harvesting technology will contribute to food security by supplementing the household's diet with fresh fruits, vegetables, herbs, and small livestock such as chickens.
Results from needs assessment and change in the planned target
While implementing this activity, it is important to inform that during the need assessment and interaction sessions with project participants especially the nutrition champions, the project participants have informed that the tank with capacity of 1m3 is not enough to collect sufficient water which will be used to water home gardens especially during the dry seasons.
It was also noticed that the project participants do not have required financial means to avail themselves different accessories to install rainwater harvesting and the project have to procure and support targeted households to have those accessories.
Therefore, the change in the size of tank from 1 m3 to 3 m3 and the additional package of accessories made by Pipe PVC, Elbow PVC, Tap, Plastic Gutters and their accessories, Descente, Gutter Holder and end closer, cement and nails to fix the gutters) has affected the planned target of 150 households to be support and the available budget should only support 35 households.
Specific objectives
The specific objectives of this activity are as follows:
Expected Outcomes
The provision of rainwater harvesting tanks will enable farmers to establish and maintain home gardens with a reliable water supply. These gardens will serve as direct source of nutritious food, contributing to food security by supplementing the household diet with fresh fruits, vegetables, and herbs.
Target Participants:
The project aims to benefit 31,000 direct participants across three intervention districts: Gicumbi, Gakenke, and Rulindo. One vulnerable household per Sector along three Districts of intervention will be provided with water harvesting tank. At least one vulnerable household per farmer group will be trained and assisted in installing a home garden. It is expected that farmer promoters will encourage other farmers to develop their own gardens and seek related facilities as a result of the demonstration plot sessions and increased awareness.

The households or sites to be provided with water harvesting tanks were selected through closely collaboration with local leader at Cell level and Nutrition Champions; The key criteria were generally the ability to serve as the demo site of the integration of project interventions. Interested bidders must provide the following documents:
Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Thursday, September 19, 2024 at 02:30PM
The public opening of bids is scheduled on the same day at 02:45PM at the headquarters of DUHAMIC-ADRI.
