Background to consultancy
Women spaces are permanent physical places / forums that are women-driven and led. These spaces are mainly for sharing, interaction, learning and building women’s capacities in addressing their problems, issues and needs that they have. These spaces build solidarity between women and help them to work together in sisterhood to identify and prioritize solutions to challenges they face. The spaces are also in celebration and affirmation of women’s contributions, agency and resilience.
Given the RWN mission, safe spaces are there to avail a space to discuss and come up with the best ways to prevent gender-based violence in specific communities. The spaces essentially facilitate women to connect with other women on key GBV issues and support each other to collectively organize for change. The key objectives of women spaces are to provide an area where women can:
• Socialize and engage to find sustainable solutions to issues of GBV in their areas,
• Receive/give advices, to analyse and understand power, gender and violence in their own lives,
• Safely access information and referral to GBV response services (psychosocial, legal, medical),
• Acquire advocacy skills that can be used to advocate on behalf of other women.
It is in that regard that Rwanda Women’s Network (RWN) in partnership with other partner’s organisations under Norwegian People’s Aid (NPA) funding are interested in conducting the above-mentioned assessment on existing safe spaces for GBV prevention, management and assess how sustainable they are and have a standardised safe spaces’ guide for anyone wishing to establish them.

Scope of the work
Estimated to be executed within the period of 02nd – 17th August 2022, this consultancy services will consist of the following:
• The consultant’s report, documents (Women safe spaces’ guide & Questionnaires).
• All documents and presentations must be in English.
• The contract of services will be drawn and signed by the two parties in two original copies. The contract and terms of reference will guide performance of the contract and serve as a basis for evaluation.

The consultant will work closely with the partner organisations, field officers and rights holders at these different safe spaces, the Consultant is expected to:
1. Map and assess how sustainable the existing women spaces or safe spaces of the Norwegian People’s Aid (NPA) partners under PPIMA (Public Policy, Information Monitoring and Advocy) project which are : Rwanda Women’s Network (RWN), HAGURUKA, Tubibe Amahoro, Faith Victory Association (FVA) and Action pour le Développement du Peuple (ADEPE), Community of potters of Rwanda (COPORWA) in their operational areas.
2. Develop a questionnaire to guide how the existing safe spaces for GBV prevention and management in the partners’ operational areas will be sustained after the closure of the project,
3. Analyze the different existing safe spaces from different partners and come up with a more standardized, efficient and effective safe space model,
4. Analyze and compare different partners’ safe spaces models then come up with standardized safe space guide to serve as a reference.
5. Best on the assessment, the consultant will advise on how the safe spaces can be adopted by the government.

Eligibility criteria
1. Proven knowledge and experience in conducting assessments on gender, GBV prevention and response. For this purpose, the consultant shall provide detailed CV and provide proof of work records such as a recommendation letter of accomplished similar assignments;
2. The consultant shall have at least 5 years of experience in similar assignments;
3. Strong working experience with Civil Society Organizations (CSOs), and familiarity with donor engagement will be an added value.
4. Demonstrated understanding of issues around gender and women empowerment politics included in the context of advancing women to influence.
5. Ability to work independently and produce high-quality outputs in a timely manner, while understanding and anticipating evolving needs.
6. Fluency in both oral and written Kinyarwanda to be used by rights holders and, English as a language to be used in documents for donor reference.
7. A Master’s degree in gender studies, project management or any related field with a working experience of 3 years. Having a bachelor’s degree in the domains mentioned above with experience of 5 years.

Deliverables:
1. Produce a well-detailed draft report on the assessment findings,
2. Convene a meeting with different key partners as per assessed safe spaces to validate the assessment findings,
3. Produce the final report for the assessment findings with all inputs & comments integrated.
