Terms of reference for a Market Analyst1. Background
Interpeace in collaboration with its implementing partners and in partnership with the government of Rwanda through Ministry of National Unity and Citizen Engagement (MINUBUMWE) is implementing a SIDA-funded program entitled:” Reinforcing community capacity for social cohesion and reconciliation through Societal Trauma Healing in Rwanda’’. The said programme is implemented in five districts namely: Ngoma, Nyagatare, Musanze, Nyabihu, Nyamagabe.
The programme’s overall Goal is to reinforce social cohesion and sustainable peace through scaling up community-based healing initiatives. The programme goals are measured by the following expected outcomes:
• Enhanced healing and psychosocial resilience among men, women, and youth in communities and prisons in five districts of Rwanda.
• Improved social cohesion and prisoners’ psychosocial reintegration in five districts of Rwanda.
• National policies and programmes on healing, social cohesion and collective livelihoods are informed by lessons learned from programme interventions.
Mental health and trauma healing is a strategic national priority for socio-economic development and transformation of Rwanda. Multiple mental health studies commissioned by Rwandan authorities as well as independent scholarly work confirms the high prevalence of mental health disorders, particularly among survivors of the 1994 Genocide against the Tutsi. There is sufficient evidence from Interpeace’s and other actors’ recent research on the intricate relationship between mental health, reconciliation, and economic well-being in Rwanda. High levels of trauma, anxiety and depression make it more difficult for people to trust and forgive each other, and subsequently, more difficult to build sustainable livelihoods and cohesive communities. Recognising the strong link between mental health, social cohesion and poverty reduction, Rwanda’s 4th Health Sector Strategic Plan calls for holistic innovative programmes that simultaneously promote mental health service provision, advance social cohesion and sustainable livelihoods.
This is why one of the conditions for individuals to benefit from Interpeace support in livelihood initiatives is that they must demonstrate willingness and readiness to collaborate with other members of their community with whom they have different historical or social backgrounds. As such, the activity they would engage in could simultaneously contribute to economic gains as well as strengthen community cohesion.
The livelihood initiatives need to be born out of the participants’ collective vision for their ‘better future self’, and where possible embed themselves within the existing socio-economic structures. Interpeace will also encourage participants in livelihood initiatives to think of projects that respond to local needs, are less capital intensive, and do not duplicate what already exists but rather identify new opportunities that have potential to earn them income but also bring solutions to service gaps in their communities.

Objective of the consultancyThe objective of this consultancy is to conduct a light assessment of potential livelihood initiatives that meet the criteria of simultaneously providing economic gain, as well as promote collaboration and social cohesion among participants in 15 Sectors across five districts where the programme will be implemented in Rwanda (refer to attached list of the said Sectors).
3. Tasks and expected deliverables
The market analyst is expected to conduct a field study of economically viable, locally contextualized, small-scale livelihood initiatives in 15 Sectors selected from Ngoma, Nyabihu, Musanze, Nyamagabe and Nyagatare districts (3 Sectors per District). The market analyst will produce a report whose length should not exceed 30 pages, covering the following aspects:
• List of identified day-to-day local needs that could be turned into business opportunities in each Sector;
• An assessment of local purchasing power for products that would emanate from the recommended economic activities;
• Core skills required to effectively participate in, and manage the identified livelihood initiative;
• Identify possible challenges that each initiative could face, and recommend mitigation measures;
• Define sustainability criteria for each of the recommended initiative;
• Assess possibilities for creating value-chain between the multiple initiatives in each Sector or even across Sectors where possible; and
• Identify and recommend modalities for potential synergies with other existing initiatives by other actors in each Sector.
Market analyst will be guided by Interpeace’s Collaborative Livelihood Protocol as summarized below.
