The Rwanda Men Resource Centre (RWAMREC) is a Rwandan non-governmental organization, working to promote gender equality, positive masculinities and engaging men to eliminate all forms of men’s violence against women and children.
The vision of RWAMREC is a Rwandan peaceful society where women and men share roles and responsibilities of raising families, and governing society in equality and respect of human rights. RWAMREC’s distinctive and innovative mission is to promote gender equality through reconstruction of a non-violent identity of men, adoption of healthy masculine behaviors and men’s empowerment to be positive and supportive partners, role models for other men and change agents in promoting healthy families and women’s socio-economic development, eradication of sexual and gender-based violence, positive fatherhood and men’s health in Rwanda.

Carrying out research on Unpaid Care Work (UCW) is one of the activities of the second year of Generation G (GenG) Rwanda, a 5-year long advocacy programme, which intends to promote meaningful youth engagement for a gender just and violence-free society that gives impetus to the gender and GBV policies in Rwanda. GenG is a coalition that brings together three NGOs, including RWAMREC as the lead, Health Development Initiative (HDI), and the African Youth and Adolescent Network (AFRIYAN).
One of the advocacy areas that the programme intends to focus on is related to UCW. With the proposed study RWAMREC intends to provide insights to inform the coalition’s advocacy strategy. In particular, the study intends to add qualitative in-depth data on the existing body of knowledge, by focusing particularly on the youth’s and decision makers’ perceptions of UCW.

Scope of Work:
RWAMREC is looking for an individual consultant or a company to conduct an in-depth qualitative study to understand Rwandan youth’s and decision makers’ perceptions of UCW both at the national and local level and provide an evidence base to inform the organization’s advocacy strategy on the topic. The geographical scope of the study will include Kigali and the district of Karongi. Karongi is the district where the activities implemented by RWAMREC within the GenG programme have been carried out at the local level.

Additional data will be collected also in Ngoma, Kirehe and Nyaruguru, where RWAMREC had implemented some activities around UCW and trained local leaders.
However, it should be noted that the consultant will be required to collect data only in Kigali and Karongi. Data in Ngoma, Kirehe and Nyaruguru will be collected by the RWAMREC staff utilizing the instruments and following the direction of the consultant.
The consultant is expected to work closely with the Program manager to finalize the research design, the tools and the sample of research participants. The consultant will be responsible to collect qualitative data in the form of audio files and transcriptions in Kigali and Karongi, to collect notes from RWAMREC staff in Ngoma, Kirehe and Nyaruguru, to analyze all data, to hold a validation workshop with the team and to write a report with clear and actionable strategic recommendations.

The proposed research approach includes but is not limited to the following:
• Review of the existing studies on UCW in Rwanda done by different stakeholders;
• Review of existing statistical data from different national surveys;
• Review of the existing legal and policy landscape;
• Qualitative key-informant interviews with different stakeholders (government and non-government ones), including decision makers at the national level, like MIGEPROF, the Rwanda Women Parliamentary Forum, decision makers at the local level in Karongi district (cell leaders, social affair at the sector level and the person in charge of gender at the district level), and different INGOs and CSOs representatives as well as relevant advocacy networks;
• FGDs with youth- led CSOs members and youth in general both in Kigali and in Karongi.
• Short KIIs with local leaders from Ngoma, Kirehe and Nyaruguru.

Key deliverables:
• An inception report;
• All audio files, signed consent forms, transcribed data;
• A final report (word document) with actionable recommendations;
• A short ppt presentation detailing the main findings and recommendations.

Qualification and skills
• A holder of a degree in a relevant field (social sciences);
• A postgraduate degree is a plus;
• An experienced qualitative researcher with experience in the field of gender and youth in Rwanda;
• Someone with previous experience working with development organizations and evidence-based programming;
• Having experience in evidence-based gender-related advocacy is a plus.

Duration of the consultancy
The assignment shall be completed in a period of 2 months from the date of the contract signing.
The work is expected to start in May 2022.
Reporting:
The consultant(s) will be reporting to the RWAMREC Program Manager during the time of the assignment.
