L’Association de Solidarité des Femmes Rwandaise (ASOFERWA) is non- governmental organization (NGO) created in 1994 just after the Genocide. ASOFERWA’s target groups include Women and Girls in general, Orphans and Youth, Widows, Old people without family support, Women with low income, Key and Vulnerable populations in General, especially Female Commercial Sex Workers (FSWs) and people living with the HIV and AIDS (PLHIV). The plans of ASOFERWA reflect the emphasis of SDGs, Vision 2050, 7YGP, NST1, DDS and National strategies and policies.
In line with its mission ASOFERWA contributes to the improvement of socioeconomic wellbeing of families through different interventions with various partners, from that background ASOFERWA has strong experience in community mobilization and in Social behaviors change strategies especially in fighting against HIV/AIDS, TB and Malaria across the country.
HIV/AIDS, TB and Malaria remain a public health priority in Rwanda with the whole population at risk of related infection. Today, Rwanda continues to make progress in the fight against those three diseases through multifaceted evidence-based approaches such as early diagnosis and effective management of cases as guided by the National Strategies we also combine with Information, Education and Communication (IEC) to all. We understand that integrated behavior changes activities can play a crucial role in preventing the spread of these diseases within key and vulnerable populations. The SBC embraces strategies that can address issues around prevention and management of these diseases among high-risk groups. In order to design an effective intervention, a comprehensive need assessment to determine common risk factors among high risk groups must be conducted to understand different aspects including risk factors, barriers, and opportunities for behavior change within these communities. The results from the assessment will be more effective for SBC Integration for malaria HIV and TB Activities to Ensure CSOs are engaged and addressing Gaps in Vulnerable and high-risk Groups. In order to implement integrated SBC Strategic Interventions ASOFERWA funded by Ministry of Health through Rwanda Biomedical Centre (RBC).
With this regard, ASOFERWA is hiring Individual consultant/consultancy firm to conduct and lead the Assessment of Common risk factors among Malaria, HIV and TB High risk groups and design integrated community based intervention and the assessment will be targeting especially hard to reach groups and The assignment will be carried out Countrywide.
The overall aim is to conduct the Assessment of Common risk factors among Malaria, HIV and TB High risk groups and design integrated SBC community based intervention
The planned assessment aims to:
ASOFERWA is looking for a high caliber individual consultant/consultancy firm to conduct the Assessment of Common risk factors among Malaria, HIV and TB High risk groups and design integrated SBC community based interventions . The consultancy will be implemented countrywide. After assessment, the consultant will submit a preliminary draft, incorporate feedback from stakeholders and submit final assessment report.
The specific results include:
The Consultant will develop a conceptual framework including a detailed methodology, work instruments, work plan, analytical plan and development plan. He or she will present a draft document and a final document to be discussed by stakeholders involved in implementation of Malaria strategic interventions. Summary document and reference materials will also be prepared for ease of use. The specific deliverables will include:
The working language for this assignment will be English.
Applications will be assessed on cost reasonableness (30%) and technical competence (70%).
This assignment is expected to be implemented within a timeframe of seventy-five (75) working days starting from the date of signing the consultancy contract. The consultant will be required to work closely with ASOFERWA Supervising staff with guidance of RBC
