About RWAMREC
Rwanda Men’s Resource Centre (RWAMREC) is a non-government organization striving to achieve gender equality through the promotion of positive masculinities and male engagement approaches in preventing gender-based violence in Rwanda. RWAMREC works in the following 4 areas: Community empowerment, building Healthy Families, Promotion of Gender Justice, and Youth Mentorship. RWAMREC operates in 24 districts of Rwanda to promote gender equality and to fight against sexual and gender-based violence.
About Generation Gender (GenG) Rwanda Program
Generation G Rwanda is a coalition; led by RWAMREC that brings together three NGOs, including the Rwanda Men’s Resource Centre (RWAMREC), Health Development Initiative (HDI), and African Youth and Adolescent Network (AfriYAN), which have been collaborating in gender-related advocacy efforts since 2017. The objective of this 5 years program is to meaningfully engage youth for a gender just and violence-free society that gives impetus to the Gender and GBV policies in Rwanda.
The Generation G Rwanda coalition intends to contribute effectively to the amplification of young feminist voices, strengthening the role of young men as allies, by focusing on human rights and youth participation and reversing harmful norms and unequal power relations stemming from intersecting identities, to embrace sexual and gender diversity through a gender-transformative approach.
Purpose of the assignment
RWAMREC, as the lead organization of the GenG Rwanda coalition, needs an M&E (Monitoring and Evaluation) system for the ongoing assessment and management of the project performance to ensure the improvements are reached. This M&E system will help RWAMREC through the collection and analysis of the information. This will also be the main source for the reporting and learnings for the GenG Coalition.
The purpose of this assignment is to support RWAMREC through the monitoring and evaluation of all interventions done under GenG Rwanda by designing an M&E system
Expected outcomes
At the end of this assignment, we expect to have:
• Well-designed and functional M&E system and database.
• A guideline on how to use the M&E system and the database.
Tasks for the consult
The consultant will:
• Review the Generation G Rwanda project documents related to the PMEL (Planning, Monitoring, Learning, and Evaluation) documents such but not limited to; the Global ToC and indicators framework.
• Evaluate the situation of the GenG Rwanda coalition interventions to understand the current status and identify the gap that the system will be addressed.
• Design the system, including the database that can be adopted for any additional interventions information.
• Conduct training to the team members on how to use the system.
Deliverables
The consultant will submit:
• Inception report detailing the methodology for the assignment and the work plan
• An M&E System (and the database)
• A guideline report on how to use the system and the database.
• A training Report.
Requirements for the consultant
• Proven knowledge and working experience of at least 5 years in designing the M&E system for NGOs.
• Proven knowledge of designing data tools and data collection in rural areas and virtual events.
• Proven knowledge of database design.
• Have worked with project-based organizations and understand their information management-related needs over time.
• Have the ability to speak and write fluently in English.
