TERMS OF REFERENCES (ToRs) FOR THE SUPPLY OF EQUIPMENT AND TOOLKITS TO RWARRI

Call title: Equipment and Toolkits distribution to TVET graduates/enterprises for ECOREF Batch III in the Mahama Camp and host community in Gicumbi District.

Statement of work: Assist Batch III TVET graduates and existing enterprises with toolkits/ equipment and operationalising GSLAs in the Mahama Camp and host community in Gicumbi District.

  1. Support to youth graduates/ enterprises

Rwanda Rural Rehabilitation Initiative (RWARRI) has received funds from GIZ to partner in the implementation of the project " Economic Inclusion of Refugees and Host Communities in Rwanda (ECOREF)." The ECOREF is a GIZ-funded project to assist refugees and host communities in sustainable development to ensure self-reliance. The project targets young ECOREF-supported TVET graduates and enterprises.  Among the interventions for RWARRI in the project are to make follow-up and strengthen the saving groups (GSLAs) made of TVET graduates, Capacity building and accompaniment, and to provide toolkits/equipment to selected TVET graduates and existing enterprises using a competitive approach. The project interventions linking RWARRI and GIZ are in Mahama camp and the host community in Gicumbi District.

Mandatory documents:

  • RDB Registration Certificate for Companies; or RCA Registration Certificate for Cooperatives; 
  • Valid RRA Tax Clearance Certificate;
  • VAT Registration Certificate;
  • EBM Registration Certificate;
  • Valid RSSB Contributions Clearance Certificate;
  • Three Certificates of good performance and one indicating that the supplier has performed the supply of toolkits and equipment within six months;
  • Proof of ownership or rental agreement of the stock or warehouse;
  • Proof of ownership or rental agreement of vehicle (truck).

General conditions

  • The requested quotations shall be completed and submitted before the closing time of the official working hours on Tuesday, 5th September 2023, at 5:00 PM;
  • Delivery of the equipment and toolkits shall be completed within Ten (10) working days after the reception of the purchase order from RWARRI;
  • Payment shall be initiated at the reception of the EBM Invoice and a delivery note from the supplier, and the payment period is within 15 days;
  • The specifications of equipment and toolkits are as per the attached document;
  • Each supplier is allowed to bid for one single lot;
  • The Suppliers’ offers shall include all taxes and transportation to sites where they will be distributed to beneficiaries. For Lot 1 (Gicumbi host community, toolkits and equipment will be distributed to beneficiaries located in Byumba, Kageyo, Shangasha, Rutare and Giti Sectors and for Lot 2, the distribution will take place at Mahama refugee camp;
  • A verification of toolkits and equipment will be done by RWARRI management at the stores of Suppliers. Still, the toolkits and equipment will be accepted at the site and handed to the beneficiaries. It should be noted that a tripartite acceptance letter will be signed between the supplier, beneficiary and the representative of RWARRI
  • The supplier will be responsible for all costs related to the loading and offloading of equipment and toolkits;
  • The company or the supplier shall be responsible for all damages to persons or property resulting from fault or negligence during the supply process to beneficiaries;
  • The supplier will offer a warranty for equipment/toolkits delivered to beneficiaries;
  • The supplier will avail a technician assembly or coach on using the toolkits/equipment in the premises of beneficiaries if needed and
  • The supplier will tag all equipment or toolkits that will be delivered.
