  • JOB DETAILS:
    To support the Government of Rwanda to achieve its mission, Oxfam in Rwanda developed a four year and half project, “Claiming Sexual and Reproductive Health Rights in Rwanda” (CSRHRR) (2017 - 2022), funded by the Scottish Government (in the framework of the Scottish Government Rwanda Development Programme, Funding Round 2017) aiming at addressing the gaps related to attitudinal change, institutional capacity building and empowerment of women and girls to ensure that they enjoy equal rights and live free from discrimination and violence. The project is implemented by Rwanda Interfaith Council on Health (RICH) in close collaboration with key stakeholders including the Ministry of Gender and Family Promotion (MIGEPROF), the Ministry of Health (MOH), Rwanda National Police (RNP), Rwanda Investigation Bureau (RIB), Local Authorities and District Hospitals.
    The project operates in 6 districts of Rwanda: 4 in Southern Province: Kamonyi, Muhanga, Ruhango and Huye; and 2 in Western Province: Rubavu and Nyabihu.

    The project has the following objectives: 
    Promoting positive change in social attitudes, cultural norms that discriminate against women in targeted communities of Rwanda 
    Building the capacity of IOSC to provide high-quality services through increased linkages with the community and follow-up of GBV victims 
    Empowering GBV victims for economic resilience and reduction of GBV incidence.

    2. Objective of the endline evaluation
    Oxfam in Rwanda designed a detailed monitoring & evaluation (M&E) plan and a logical framework for the project which this endline evaluation forms a part of. As an important element in the M&E plan, this endline evaluation will enable us to understand the level at which the project contributed to achieve the set impact level objectives, to changing the negative social norms which fuels SGBV as well as the project’s contribution to the fight against SGBV in the four districts of implementation.

    3.Specific objectives of the endline evaluation
    Specifically, the endline evaluation of the Claiming Sexual and Reproductive Health Rights project will (i) provide information on the status of the project beneficiaries in the context of social norms and attitudes related to GBV, psychosocial support to victims of GBV and economic capacities of victims; (ii) evaluate and measure the contribution of CSRHR project in the fight against SGBV; (iii) provide qualitative and quantitative data information on the project performance that will be shared with partners, stakeholders and donor; (iv) collect significant change stories which depict the impact of the project on people’s lives; and (v) demonstrate the project’s role in advocating and influencing various stakeholders for SGBV victims and matters.
    The endline report will have to include:
    • Documentation the status of beneficiaries (change in attitude, behaviors and practices towards GBV, psychosocial support /impact) covered by the project in 6 districts
    • Documentation of project successes and best practices to share with partners and stakeholders for scale-up
    • Identification and quantification of the core constraints and opportunities for project beneficiaries after the project closure
    • The findings of the endline evaluation will also be disseminated to the project beneficiaries after the report is produced.
    • Gaps or/and demands that the project might have created in the communities it served.

  • 4. Endline approach and methods
    The consultant will be requested to develop a comprehensive methodology (including detailed methods, techniques of data collection, analysis and sampling framework) and data collection tools. The consultant is also expected to provide a roadmap for the endline evaluation with clear plan. This section should be explained how quantitative and qualitative data will be collected and used in this evaluation and the consultant will develop a comprehensive technical offer to state the understanding of the TOR and strategies to use to perform this assignment.

    5. Consultant’s key expected deliverables
    • A comprehensive detailed methodology for endline evaluation; data collection and analysis techniques and methods, triangulation approaches, sampling framework (sample size and selection techniques, etc.),
    • Well-designed quantitative and qualitative questionnaires, Key Informant questions according to our outcomes and impacts to assess,
    • High-quality inception report describing methods and techniques to use for this endline evaluation and the profile of the key people who will be involved in the assignment,
    • Data collection and dissemination plan
    • A high-quality endline evaluation report
    • Lead internal and external validation meetings to disseminate the key findings from the endline evaluation.
    • Confidentiality of the identity of SGBV victims in communities and at IOSC will remain central to the work of the endline evaluation. Sensitive information will have to be handled with care and remain only available to Oxfam and its implementing partner RICH. At the end of the evaluation and after validation of the final report, Oxfam will request that the consultant disposes off of all information related to the identity and traceability of SGBV victims.

    6. Qualifications and skills needed
    This endline evaluation will be conducted by external individual consultant or consultant firm who will be hired by Oxfam in Rwanda according to the tender policy in place and the CSRHR project team will supervise and support the entire process.
    The consultant will be able to perform all tasks as detailed in the below section of the key deliverables. Here below are the expected qualifications and experiences to conduct this baseline survey:
    • An individual consultant or consulting firm with demonstrable experience in sexual and gender-based violence, qualitative & quantitative researches, data analysis, and reporting with a focus on Socio-Economic Impact Evaluation
    • For consulting firm, the lead consultant must demonstrate proven experience in Gender, Women’s right, Community Health, Women Economic Empowerment
    • The Principal Investigator/Team Leader should hold at least Master’s degree in Social Sciences, Economics, Development Studies, Gender studies, Rural Development, or related fields;
    • A minimum of five years of progressive experience of undertaking consultancies of this kind with proven results
    • The consultant must demonstrate the capacity to design and implement robust qualitative & quantitative research tools for both at community and national levels with a field experience in Rwanda;
    • Strong experiences in using data analysis software and statistical advanced data analysis and visualization techniques and methods;
    • Proven work experience with Government institutions, international and local NGOs and Community Based Organizations; District Hospitals, Local Authorities
    • Excellent command of English and Kinyarwanda, both spoken and written.
    • Create and effectively maintain good working relationships between staff and the evaluation team;
    • Being registered with RDB by sharing the certificate of Registration.
    • Have a VAT registration Certificate
    • Have the RSSB Certificate
    • Share the recent Taxes clearance (CIT).
    The endline evaluation will be conducted within 30 working days and the the technical and financial offer will have to provide clarity on how this timeline will be broken down to undertake an effective evaluation, inception report, and field activities.

    7. Safeguarding and code of conduct
