Terms of Reference for the Endline Evaluation for “Sustainable Livelihoods in Horticulture Value Chains’’ Project (2020-2024)
1. Background, Rationale and Purpose of the Evaluation

In Rwanda, Oxfam is guided by its Country Strategy that is centred on delivering interventions that are aligned to its mission of ensuring that poor women, men and youth enjoy equal rights and benefit from fair and inclusive development. As such, Oxfam in Rwanda delivers a combination of long-term programme interventions, responses to humanitarian crises, and advocacy/influencing activities to drive the strategy outcomes.
Oxfam in Rwanda secured funding from the European Development Fund for the Sustainable Livelihoods in Horticulture Value Chains (HVC) project which is implemented in 4 districts of Rwanda namely Nyagatare, Kamonyi, Rulindo and Nyamagabe Districts. Oxfam works in partnership with three local implementing partners: COCOF, DUHAMIC ADRI and DUTERIMBERE ONG as well as key local government entities. The project aims to unlock the potential of Rwanda’s horticultural value chains, ensuring a sustainable supply of safe and high-quality products to local, regional and international markets. Oxfam in Rwanda seeks to achieve the project objectives by applying an inclusive business approach that combines private sector development with inclusive growth objectives. Furthermore, the project will reduce food losses and increase value chain efficiencies, improve food safety, promote inclusion of entrepreneurial small holders and use climate smart technologies.
2. Timelines
The assignment is expected to commence from 29 February 2024 and with preliminary findings shared by 10 April. Final report should be submitted on 25 April. Proposals from applying candidates should include the total number of days they will need to undertake this exercise. This includes the preparatory work, literature review and desk study, development of the data collection tools, trainings for enumerators, carrying out data collection, data analysis, report writing and findings presentation, validation and dissemination and all the work as per the deliverables highlighted above. The inception presentation must be held in the first week immediately after signing the contract.
3. How to apply
The application files (bids) will include the following: cover letter, technical and financial proposals with subject Endline Evaluation for the “Sustainable Livelihoods in Horticulture Value Chain” Project. The bid will indicate the working methodology (survey approach, sampling methodology and techniques for sample size calculation, data collection and analysis techniques) to be used for conducting this survey, 2 samples of recent similar study conducted, curriculum vitae of research team and company registration, and 2 referees of persons to be involved in this work. It will also include details of a workplan, the duration of involvement of each person in the Endline Evaluation team and an estimated budget.
