Background: IPA is a research and policy Non-Governmental Organization (NGO) that discovers and promotes effective solutions to global poverty problems. IPA designs, rigorously evaluates and refines these solutions and their applications together with researchers and local decision makers, ensuring evidence is used to improve the lives of the world’s poor.
IPA Rwanda was established in 2013 and has multiple active projects spanning Education, Agriculture, Finance and Health. IPA Rwanda predominantly implements randomized evaluations in collaboration with leading academics, the Government of Rwanda and other development NGOs to evaluate the impact of new development concepts to help inform future government policy and development projects.
Scope of work:
IPA Rwanda is looking to engage an accounting and auditing company to conduct an audit of project. The audit will examine the Grant Statement of Revenue and Expenditures

Project title: Entrepreneurship education and teacher training in Rwanda
Audit period: July 2019 to September 2023
Project duration: 1st June 2018 to December 31st, 2023
Donor Name: IZA Institute for Labour Economics
Project budget: EURO 144.526,46
Deliverables. The scope of the audit includes the following objectives:
Audit output
A certified statement (or disclaimer of opinion) stating that the amount of actual costs incurred under this project and the amount of funds requested by IPA during the project implementation had be used as specified in the Grant Agreements. This opinion must clearly state that the audit was performed in accordance with either U.S. Auditing Standards, auditing standards promulgated by the International Organization of Supreme Auditing Institutions or auditing guidelines of the International Auditing Practices Committee of the International Federation of Accountants. Any deviation from these standards must be disclosed.
Request for Quotations:
5. All quotations must be submitted in English
6. Shortlisted firms may be called to present their proposals
7. Firms must be a member of a professional certified body

Should the quotations received not be to the satisfaction of IPA Rwanda, IPA Rwanda reserves the right to reject all quotations.
