1.BACKGROUND AND JUSTIFICATION
PRO-FEMMES/TWESE HAMWE (PF/TH) in partnership with Initiatives for Peace and Human Rights (iPeace), with financial support from the Ministry of Foreign Affairs of the Kingdom of the Netherlands, is implementing the project "Empowering Women in Informal Cross-Border Trade Phase Two (EWICBT II)" in the Great Lakes Region between Rwanda and the Democratic Republic of Congo.

The activities of the project are being implemented in Goma/Rubavu, Bukavu/Rusizi, and Kamanyola/Bugarama borders with the aim of contributing to the mitigation of effects of conflict between DRC and Rwanda through the empowerment of Women Informal Cross Border Traders. This is being achieved by improving their business environment, increasing their income, and enhancing their socio-economic welfare.
In line with the expected results above, the EWICBT II project is built on a holistic approach to improve the legal/policy framework and access to legal aid services; to strengthen entrepreneurial and financial capacity; and to increase access to Sexual and Reproductive Health and Rights (SRHR) for WICBTs.
It is in this regard that PFTH is recruiting a qualified individual consultant to provide technical support in Monitoring, Evaluation, and Learning (MEL) to ensure result-based and conflict-sensitive project management. The consultant will engage project staff in designing the performance indicator tracking systems and then involve them in setting the frequency of data collection, types of data analysis mechanisms, and the use of project findings in order to adapt the project implementation.
