TERMS OF REFERENCE

1. Introduction to OIPPA

Organization for Integration and Promotion of People with Albinism (OIPPA) was established as a civil society organization in July 2013 after more discussion with its members on challenges faced by people with albinism in their daily life. There is lack of social protection, a very law education level, discrimination in the community, stigma which result poverty among people with albinism, illiteracy, skin cancer and many other challenges; this is further exacerbated by prevailing social stigma and cultural attitudes. OIPPA advocates on behalf of its members for equal rights of person with albinism.

To reach its vision, OIPPA has been organization various training to its members in different ways for empowering them for future self-advocacy as its vision is a society where people with albinism enjoy same human rights, opportunities and a dignified life. OIPPA’s mission is to promote the integration and socio-economic participation of people with albinism by reinforcing their capacities and building their autonomy.

2. Project Background:

The Republic of Rwanda has committed to ensuring the rights of Persons With Disabilities (PWDs) through legislative and policy frameworks, including the Constitution forbidding discrimination based on disability. Despite these efforts, implementation challenges persist, hindering PWDs' access to economic and social protection schemes.

As of 2022, Rwanda counted 391,775 PWDs, facing multiple barriers such as stigma, limited access to education, employment, and social protection. These persons with disabilities  continues to experience discrimination and exclusion.

In response, a project, "Turengere Abafite Ubumuga Project," funded by the European Union, aims to equip Civil Society Organizations (CSOs) with the skills, knowledge, and resources to advocate for the rights of PWDs effectively. The project seeks to create an enabling environment by addressing existing barriers and empowering local authorities, CSOs, youth, and parents of children with disabilities.

Objective: The overall objective is to create a more inclusive society for PWDs in Rwanda. The project aims to achieve specific outcomes, including the passage of new laws or policy initiatives favoring PWDs and the improved well-being of at least 80,000 PWDs by the project's end.

3. Description of the project activity

Implement 12 public awareness raising events on economic participation of PWD in 8 districts quarterly (TV and radio talk shows): 12 public awareness campaigns through TV and radio shows will be conducted in years 1, 2 and year 3(v4 talks per year). The project will provide support to the public awareness strategy and annual action plans determining priorities, topics and target audience for each period. We will synchronize radio programs with other Radio stations if possible . The events will be interactive and give a voice to PWDs. 1,000 persons will be globally targeted per show and receive information on disability and move towards positive perception of PWDs. 

4. Specific objectives of the activity

  • Increase awareness among the general population about the economic challenges faced by Persons with Disabilities (PWDs) in the targeted districts.
  • Foster a sense of inclusivity by showcasing the economic potential of PWDs and challenging stereotypes through engaging narratives and discussions.
  • Disseminate relevant information on available economic participation opportunities, support mechanisms, and resources for PWDs in the targeted districts.
  • Empower PWDs with knowledge about their economic rights, available support services, and pathways for active participation in economic activities.
  • Challenge and mitigate stigma and discrimination by promoting positive stories of PWDs who have succeeded in economic endeavors.
  • Facilitate open and inclusive dialogues between PWDs, community members, and stakeholders to address concerns, share experiences, and foster understanding.
  • Encourage active participation from the audience through phone-ins, live questions, and online interactions, promoting a dynamic and inclusive environment.
  • Inspire action at both individual and community levels by motivating stakeholders to actively contribute to the economic empowerment of PWDs.
  • Strengthen collaboration with key stakeholders, including local authorities, media partners, disability organizations, and community leaders, to create a unified approach towards economic inclusion.

5. Main tops to lead quarterly selection

  4. Accessibility and Infrastructure:
    • Explore challenges related to accessible infrastructure.
    • Discuss initiatives promoting accessibility in public spaces.
    • Highlight the importance of inclusive urban planning.
  5. Assistive Technologies:
    • Showcase innovative assistive technologies.
    • Discuss the role of technology in improving the lives of PWDs.
    • Explore affordable and accessible assistive devices.
  6. Sports and Recreation:
    • Highlight the achievements of PWDs in sports.
    • Discuss inclusive recreational activities for PWDs.
    • Promote the importance of sports and physical activity for all.
  7. Legal Rights and Advocacy:
    • Explore existing laws and policies supporting PWDs' rights.
    • Discuss advocacy strategies for policy changes.
    • Highlight successful advocacy campaigns in Rwanda.
  8. Family and Social Support:
    • Discuss the role of families in supporting PWDs.
    • Address societal attitudes and stigma related to disabilities.
    • Share stories of communities supporting PWDs.
  9. Cultural Inclusion:
    • Explore cultural perceptions of disability.
    • Discuss initiatives promoting cultural inclusion.
    • Highlight events celebrating the diversity of abilities.
  10. Financial Inclusion:
    • Discuss financial challenges and opportunities for PWDs.
    • Explore inclusive financial services and programs.
    • Highlight success stories of PWDs achieving financial independence.
  11. Emergency Preparedness:
    • Discuss challenges faced by PWDs during emergencies.
    • Explore inclusive emergency preparedness programs.
    • Highlight the importance of community support during crises.
  12. International Perspectives:
    • Feature stories from other countries on inclusive practices.
    • Discuss global initiatives for the rights of PWDs.
    • Explore opportunities for cross-cultural learning and collaboration.

6. CALL FOR SERVICE PROVIDERS

Scope of Work and Required Expertise: The media house selected for this project should demonstrate a robust capability to effectively manage and handle public awareness campaigns, specifically TV and radio talk shows. The service provider should possess the following qualifications:

  1. Experience: The selected media house should have a proven track record with over 5 years of experience in conceptualizing, managing, and professionally executing talk shows, especially those aimed at fostering positive social change. The accumulated experience should reflect expertise in handling sensitive topics with empathy.
  2. Audience Reach: The media house should have a substantial coverage, reaching over 10,000 people. This broad audience reach is crucial for disseminating information, fostering inclusivity, and challenging stereotypes related to Persons with Disabilities (PWDs).
  3. Professionalism: The service provider should exhibit professionalism in content creation, show management, and coordination. This includes ensuring that the talk shows are conducted in an interactive manner, giving voice to PWDs, and facilitating a positive perception shift among the audience.
  4. Logistical Competence: Demonstrated logistical competence in managing talk shows, including handling technical aspects, coordinating participants, and ensuring the smooth execution of the events.

Budget: Interested candidates are required to submit a detailed budget proposal covering  expenses related to the 12 public awareness events in three years (4 TV and radio talk shows per year). The budget proposal should align with the objectives of the project and demonstrate cost-effectiveness.

Submission Requirements: Interested service providers should submit their applications, including the following:

  1. Project Proposal: Provide a concise project proposal outlining the work plan, approximate time frame, and schedule. The proposal should not exceed 5 pages including letter of interest addressed to executive director of OIPPA and budget .
  2. Applicant Copies of Documents: Include details of two referees where the service provider has previously managed similar work. Showcase relevant experience.

All applications must be submitted as hard copies only in the office of OIPPA located in Kicukiro district , Gikondo sector KK563 st 8 on or before January 25th,2024
